The Senior Contract Manager will be the Trust lead and subject matter expert relating to our contracts for healthcare provision and leading the day-to-day relationship with key commissioning members.
The post holder will manage our contracts team providing support to the Head of Income, Productivity and Contracts as well as the Chief/Deputy Chief Financial Officer.
The main focus is the contract portfolio; however, as part of the wider Income, Productivity and Contracts team, they will provide peer support to the Income (of which a fundamental understanding is required) and Service Level Reporting Team.
The Senior Contract Manager will work with service leads and commissions when new services are being implemented to ensure the contractual implications are understood and appropriately actioned. In a similar way, they will act as a first point of contact for commissioning issues raised to or by the Trust services.
Main duties of the job
Contracting
* Trust lead on contract with Local ICS (Sussex), with an annual contract value of £475m.
* Oversee the work of the Contract Team, with responsibilities for NHS England contracts, other commissioner contracts, and Provider to Provider contracts.
* Through the Contracting and Income teams, the post holder coordinates the process to resolve all contract queries and disputes with commissioners and the process to ensure a prompt and fair settlement is received.
* Assessing the impact of emerging local, regional, and national strategic contracts issues on the Trust and working with colleagues and partner organisations to coordinate and implement local strategies and policies.
* Oversee the management of Service Level Agreements for services relating to patient care, including contractual agreements for the supply or receipt of services from other NHS organisations and non-NHS healthcare providers.
Income
* Support Head of Income, Productivity and Contracts in the tactical management of the Trust's clinical income management with the ICBs, NHS England, and Other Trusts including key support to Deputy Director of Finance with negotiations in the annual contracting process.
* To identify any contractual risks to income and to work to manage and mitigate these risks.

* Support senior managers, clinical and associate directors across the Trust and externally to ensure that service changes are appropriately considered both from an income and also contract perspective, and to ensure any business cases have realistic income assumptions.
* Ensure all contractual requirements are met, including meeting regulatory requirements for Overseas Visitors.
Service Line Reporting / National Costing:
* Support to the wider Contract, Income, and Productivity team.
* The post holder will help drive an analytical led approach to ensure the trust collects all relevant contracted income, in particular through support to internal service level reporting.
Person Specification
Qualifications
* Educated to degree level or equivalent level of knowledge and experience.
* Educated to a Masters degree level in a relevant subject or evidence of similar level of knowledge and experience.
* Evidence of continued professional development and knowledge acquired through Professional Accountancy Qualification or equivalent further specialist training and experience.
* Qualified Managing Successful Programmes.
Experience
* Substantial experience of negotiating and performance management of highly complex service level agreements and or contracts as a purchaser or as a supplier.
* Experience of resolving internal and external disputes at senior level.
* Experience of interpreting and implementing policy.
* Experience of disseminating and training staff at all levels on contractual and policy issues.
* Experience of preparing or assessing tenders for clinical or other services.
* Experience of the financial, business, and clinical environment of an acute hospital.
* Working in complex cultural environments.
* Extensive team and line management experience.
* Experience of using a range of IT office systems including: MS project, Visio, Powerpoint, Excel, and Word.
* Expertise in contract law and tendering and other relevant processes.
* Experience of using programme/project management systems such as PM3.
