Role Summary:
LCCC has a culture of continuous improvement, as well as change being at the heart of our business model. We work in the energy sector, where continual regulatory and market driven change are prevalent, and are taking on new roles to support the delivery of Net Zero schemes.
The New Schemes Programme Manager plays a critical role in supporting the Senior Head of Strategy & Change by managing a suite of programmes to implement LCCC’s new roles in decarbonisation schemes for UK government. These include Carbon Capture Usage & Storage (CCUS), Low Carbon Hydrogen and the Nuclear Regulated Asset Base. They also manage shared programming risks with DESNZ and other delivery partners.
Key Responsibilities
* Provide programme management expertise across LCCC’s new schemes aligned with methodology and tools driven centrally by the Change team including scoping, goal setting, timeline and resource planning, risk and issue management, maintaining view of assumptions, budgeting and handling dependencies.
* Facilitate a smooth transition of new roles from Business Development and advisory activity into implementation as part of the New Schemes Portfolio.
* Define programmes for new schemes across the organisation, ensuring that activity for implementing new roles is captured and prioritised within LCCC’s New Schemes Portfolio and initiated as projects within the Change Portfolio with Project Managers where appropriate.
* Work collaboratively with Business Analysts to build change impact into planning and design in a structured way, and feed change outcomes back into the Operating Model and Process Architecture for knowledge management and robust governance.
* Support the Finance team with development of budget forecasts for each scheme to secure funding to deliver the programmes.
* Support creation and maintenance of resource plans for company growth necessary to deliver the programmes with Heads of departments and the People team.
* Promote collaboration, innovation and continuous improvement; supporting the Senior Head of Strategy & Change and other Heads to action opportunities such as synergies across the new schemes and existing business areas.
* Ensure the development and maintenance of LCCC’s programme management processes, standards and reporting templates to enable a consistent approach to change management where possible.
* Chair the New Schemes Portfolio Board to provide delivery visibility and assurance to senior management.
* Coordinate change with external delivery partners such as EMRS, National Grid ESO, Ofgem, NSTA and DESNZ.
* Develop strong working relationships with internal and external stakeholders.
* Oversee a small team to support delivery of the above including recruitment and personal development.
Skills Knowledge and Expertise
Essential:
* Demonstrable experience of supporting and delivering complex change management, including management of programmes of change.
* Experience in using both Agile and waterfall methodologies and able to demonstrate appropriate choice of application depending on context.
* Able to use Excel, Visio and/or other project management and modelling software to a high standard.
* Able to establish and maintain strong professional relationships across a broad range of internal and external parties with experience of working across organisational boundaries and disciplines.
* Strong influencing and decision-making skills, showing clear leadership when it comes to driving out the definition of a problem and its solution.
* Previous line management responsibility with ability to motivate and mentor others.
Desirable:
* Prince 2, APM or other relevant accreditation
* Experience of working in the energy sector and/or government environments
