American Express adopts the "three lines of defense" approach to risk management. The first line (ICS Risk & Control) is responsible for implementing controls to mitigate and manage risks across the business. Within ICS Risk and Control, the Regulatory Change Management team implement regulatory initiatives to meet our compliance obligations, within the timescales set out by the competent authorities across varied jurisdictions. These are often complex multi-market change initiatives.
The team are seeking an experienced Programme Manager to establish / optimise and administrate a robust programme management office function for the EU Regulatory change delivery team including standardised process and documentation to effectively manage holistic needs across the team.
We are looking for individuals who are driven, dynamic, intellectually curious, able to successfully manage ambiguity and enjoy working with teams across the enterprise to deliver change.
Within the programs remit, each initiative is studded with many business and technology milestones. These regulatory changes focus on multiple EU markets but can cover multiple lines of business and platforms and are often multi-year deliverables that need careful monitoring and tracking. As well as foundational PMO functions, this colleague will lead by example with a risk PMO mindset understanding the business needs, and making sure execution is in line with goals and needs of ICS. The programme manager helps to manage, report, escalate and resolve key risks & mitigants across all important categories (a) regulatory, (b) technology execution, (c) business execution and (d) client / customer impact.
How will you make an impact in this role?
The main responsibilities for this role include but are not limited to the following list:
1. Design, implement and oversee key program level processes to establish clear and transparent reporting suite at RCM and market levels.
2. Understand upcoming and active RCMs (Regulatory Change Management) and gate keep accordingly to ensure effective prioritisation of key legal regulations within team capacity.
3. Standardise model for prioritisation across markets and lines of business
4. Review new items with key partners to ensure Legal and Compliance requirements are finalised and signed off and RCMs are assessed effectively.
5. Manage stack ranking and priority Project lists
6. Where Technology requirements are needed partner with team to ensure timing of requirements is clear and are ready ahead of time to feed into PI (Program Increment) planning sessions in advance of time in partnership with LPMs
7. Pre align new item status to support further deep dive sessions with the market and delivery teams to ensure a robust intake process.
8. Support the Technology LRP process in partnership with FCT PMO ensuring future technology needs are defined and accounted for.
9. Manage trade off discussions with senior leadership where required (across product or across LPB initiatives depending on what's required)
10. Hold master list of stack ranks across initiatives to support development backlog prioritisation.
11. Drive the development and stand up of program level structure and governance
Minimum Qualifications:
12. Proven Experience in establishing clear Program governance structure & processes including and not limited to RAID, RAG, Change management, Intake etc efficient definition and administration
13. Proven experience in establishing executive reporting
14. Exceptional collaboration and comfortable influencing / interacting with Senior leadership
15. Exceptional problem solving and analytical skills, strong attention to detail and control mindset.
16. Excellent communication and relationship management skills, both written and verbal, with ability to interact with stakeholders across all management levels.
17. Ability to influence without authority, build and leverage relationships with key business partners, ability to work effectively in a matrix organization to steer business partners and key stakeholders to best-in-class practices and solutions.
18. Driving results across cross-functional teams
19. Exposure to improvement methodologies such as Lean, Six Sigma, or similar methodologies a plus.
20. Effective in operating autonomously and making complex decisions in situations of ambiguity and time pressure.
21. Exceptional team/ collaboration skills and demonstrate success with peer-leadership activities.
22. Curiosity, a willingness to learn & a sense of ownership and accountability.
23. High levels of proficiency in PowerPoint, Excel and Visio (or similar tools) are important for success in this role.
