Job Summary
DIO manages £35bn of infrastructure assets and spends £3.5bn each year maintaining and developing those assets on behalf of the whole of the MOD in pursuit of its strategic objectives.
DIO’s finance function aims to provide best in class financial management, reporting and advice to a range of stakeholders across the MOD, ensuring value for money for the taxpayer in how the Department’s Infrastructure Portfolio is delivered.
This role covers both Business Partnering and Finance Planning and Analytics. Finance Business Partners will be the interface for Finance into the Top-Level Budget (TLB) Customers. As part of the Customer Delivery operating model, functional leads from across key business areas have been assigned to each TLB, who work closely with the senior leadership team to better support the delivery to our customers. The Finance Business Partnering team are responsible for reporting to external (TLB/MOD Centre) and internal (DIO/ExCo/Board) customers.
The Finance Planning and Analytics team lead in the production of the Annual Budgeting Cycle (ABC) and submission for all TLB’s using the Financial Systems. They produce the DIO financial plan, ABC, submission, meeting internal reporting and centrally mandated timeframes. Draft and issue the ABC instructions, working closely with the Customer Support Team. Set the DIO budget setting process, AP0, timetable and issue detailed instructions. Lead the production of system driven financial data covering multiple business areas.
This advert is recruiting for a position within the Finance Team at the following locations with the following working patterns:
* 1 X Andover/Lichfield/RAF Wyton (Full time, Flexible working - due to the quantity of work it demands a full-time person. The nature of the work is such that the work is not easy to job share with the post holder needing to respond to organisational demands at short notice and needing to keep abreast of departmental requirements through direct involvement)
DIO Finance operates a flexible working model whereby individuals may be required to transfer to another role. This may be in response to critical vacancies or for the individual’s personal development. These moves will not require a change to an individual’s duty station.
It Is Desirable That The Successful Candidate Has:
* Level 4 qualification with AAT, CCAB or CIMA, or working towards qualification CCAB, CIMA or equivalent.
* Financial experience over an extended period

Job Description
This role is responsible for building strong relationships and understanding your business area, supporting the business at an appropriate level. Communicating financial data and other information clearly and providing valuable financial advice, challenge and support. Ensuring that financial reporting is accurately completed both within corporate reporting systems and for input of accounting entries to support decision making. Typical responsibilities include but are not limited to:
* Provide clear and robust strategic financial advice to all relevant stakeholders to ensure that the full account of the Pan DIO and Front-Line Command (FLC) financial position is taken into account when estate investment decisions are being made.
* Reviewing, analysing, and interpreting financial data, providing insight for senior managers and decision makers. Support Learning from Experience (LFE) exercises, reviewing outcomes and adopting improvements for future projects.
* Leading the input of financial information into, and provision of support to the 10-year planning round process.
* Responsible for applying In-Year Management (IYM) activities, including monitoring spend against budget and analysis of actuals.
* Providing support to governance meetings and report production; including ad-hoc analysis for senior managers / customers.
* Oversee the team’s contribution to the production of Financial Statements in accordance with timetables and instructions and respond promptly to queries.
* Provide leadership to, and management of, your Business Area’s finance teams to deliver DIO outputs and departmental goals.
* Promote strong working relationships both within the team and with other teams across DIO and MOD.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments.
