Research and Insight Manager - Health Determinants Research
This is an exciting opportunity for the right candidate to support the development of our Health Determinants Research Collaboration (HDRC), which will help address health inequalities through building research evidence around the wider determinants of health. The Leicestershire HDRC is a National Institute of Health and Care Research (NIHR) funded research team led collaboratively by the County Council alongside partners from local universities.
Main Duties of the Job
We are looking for a Research & Insight Manager to help us develop our quantitative research capacity. This will include working with the HDRC team in the County Council and collaborating with our partner universities. You will join a team that will work to achieve our project milestones over our 5-year plan, with the goal of reducing health inequalities.
You will support activity across each of our six pillars of culture change: Public and Community Involvement, Engagement and Participation, Data, Governance, and Infrastructure, Research Training and Skills Development, Collaboration with anchor institutions, Monitoring, Evaluation and Improvement, and Knowledge Mobilisation.
You will work with the wider HDRC team, local communities, and universities to understand research priorities, design, plan, bid for, and implement research, with a focus on quantitative methods.
Job Responsibilities
1. Support the implementation of the HDRC Project Plan to ensure a successful HDRC.
2. Support research protocols, bids, and delivery in collaboration with academic partners.
3. Provide research and insight relating to wider determinants of health for strategic planning and commissioning for Leicestershire with a focus on making a difference in public health outcomes.
4. Contribute to the delivery of public and wider determinants of health intelligence in Leicestershire, working towards agreed targets and objectives for improving health of the population and reducing health inequalities.
5. Provide reports for the HDRC, NIHR, and partners on research activity and project progress.
6. Help promote the work of the HDRC project to a variety of stakeholders.
7. Create a sustainable infrastructure for developing and delivering co-produced research including access to evidence, finance support, ethics approval pathways, and research governance.
8. Develop governance structures to ensure research transparency and compliance with GDPR, HDRUK, ICO, and NIHR research policies and guidelines.
9. Work with colleagues in relevant departments such as HR and IT to establish honorary contracts, research passports, and access to data.
10. Provide training, guidance, and advice on best research practice, approaches, and funding sources.
Person Specification
Qualifications
* Educated to degree standard or equivalent skills, with significant statistical content, plus appropriate demonstrable experience.
* PhD relevant to public health or evidence of significant research experience.
Experience
* Experience and demonstrated success in delivering research results within public health.
* Experience of applying principles of epidemiology, medical statistics, and health care research/evaluation in a work-based research environment.
* Experience of managing health research projects or needs assessments, health equity audits, and using other applied health research techniques.
* Managing research and insight activity in a complex environment, such as local government and/or with a range of stakeholders.
* Leading the commissioning, delivery, and implementation of research programmes and projects including through multi-disciplinary teams.
* Providing senior-level research and insight support and advice to key decision makers such as Members, senior managers, commissioners, and project boards.
* Analysing and negotiating customer requirements and interpreting these to provide research and insight solutions.
* Managing projects, and managing people across multiple projects.
* Preparing high-quality reports and presentations for a variety of corporate, partnership, and community audiences.
* Advising senior managers, colleagues, Members, and partners on research and insight issues.
* Handling research and insight issues within the context of a political environment.
Knowledge & Skills
* Knowledge of research methodologies and models, approaches, techniques, critiques, and methods.
* Research techniques and methodologies and their use and application (e.g., epidemiology, data mining/statistics, consultation, segmentation, qualitative techniques, and visualisation).
* Best practice approaches in research and insight from the private and public sector.
* Knowledge of software that underpins the team's work areas particularly knowledge of Tableau (or similar visualisation packages) would be an advantage but also others such as SNAP, SPSS, R, Excel, SQL Management Studio and the ability to learn new packages.
* Knowledge of principal routine NHS and Public Health data sources: such as Fingertips, hospital activity, mortality, births, ONS patient registration, and NHS Digital.
* Ability to manage research projects in a complex partnership environment and to motivate staff in other organisations to contribute to the delivery of projects.
* High degree of numeracy and computer literacy (at least intermediate Excel, SQL/other database language or equivalent).
* Good presentation, written and verbal communication skills, including the ability to write concise and meaningful reports.
* Ability to translate complex concepts and data for different audiences, including the public.
* Good interpersonal skills and the ability to develop effective relationships with external and internal individuals, organisations, and the public.
* Good organisational skills with proven ability to deliver quality products to tight deadlines.
* Proficient user of Microsoft Office.
* Ability to think strategically and develop innovative ways to meet customer needs.
* Good team working skills and willingness to coach and mentor colleagues.
* Able to gain confidence of senior managers in the County Council and staff in partnerships.
* Ability to work with public contributors to facilitate research involvement, engagement, and participation.
* Programme and/or project management training and/or qualification.
* Knowledge of NHS structures, business objectives, and current agenda.
* Knowledge of university infrastructure and decision processes.
* Good political awareness, sensitivity, and understanding of local political structures and priorities.
