Starting salary: £41,132 rising to £44,988 per annum through annual increments being paid each year (pro rata for part time applicants)

The role
The role will give you an opportunity to explore and develop an expertise in various waste policy areas including site based regulation and non-site based regulation (for example waste Duty of Care, registration of carriers legislation, International Waste Shipments and fly tipping).
You will be working at a National and UK level in the development of waste policy, giving technical support to the Lead Specialist Advisors and Senior Specialist Advisors in the team to offer cross directorate policy advice, and input into new and revised legislation.
You will lead and direct the wider business through provision of specialist advice and knowledge to shape/inform Government Policy, organisational approach for Wales and stakeholder agendas for their assigned sector(s).
Responsibilities include:
* Site based regulation (Environment Permitting Regulations including waste operations & installations, exemptions, Material Facilities Recycling, Mining Waste).
* Non-site based regulation (Definition of Waste/ End of waste).
* Producer Responsibility regimes (Packaging, Batteries, WEEE).
* Circular economy - working with others to promote sustainable management of natural resources.
* A Sector (Biowaste Treatment and use, Non-hazardous and inert, hazardous waste treatment and regulation, landfill, secondary metals and energy from waste).
* Landfill Allowance Scheme/Local authority recovery targets.
* Policy approach and strategy for tackling waste crime.
* Strategic approach to waste data evidence and analysis.
* Duty of Care/registration of carriers.
As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About us
The Waste Policy team’s main role is to lead evidence based, strategy and advice for Waste and Resources across all directorates and regulatory activities, communicating the outcomes of our work to internal and external audiences to deliver sustainable management of natural resources. We advise the Welsh Government and work with others to promote a move towards circular economy and sustainable management of natural resources, by minimising waste produced, maximising reuse and recovery, and ensuring that there is a sustainable and appropriate end uses for this material.
What you will do
* Support the team in building effective working relationships and new ways of working with groups from across the organisation to achieve best delivery of corporate objectives.
* Support the technical development of Innovative “regulatory methods” to deliver the “regulatory outcomes” NRW seeks.
* Interpret data and observations to ensure compliance with regulatory requirements and industry guidelines and advise accordingly.
* Evaluate current and proposed codes, standards, regulations, and guidelines to determine the impact on current and future programs and activities.
* Lead on or support national projects to achieve well planned and managed integrated solutions that progress effective change and improvement in NRW and for business across Wales.
* Apply continuous improvement methods to the work areas you undertake.
* Develop, review and improve technical documentation, to enable consistent and appropriate understanding and application by staff in the business that enables effective service provision.
* Undertake health and safety duties and responsibilities appropriate to the post.
* Be committed to your own development through the effective use of your personal development plan (known as Sgwrs).
* Any other reasonable duties requested commensurate with the grade of this role.
* Required to take part in incident response activities.
Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method:
* Knowledge of Welsh, UK and EU legislation related to your specific sector(s); Welsh, UK government Policy drivers in your specific sector(s).
* Experience in informing and influencing government departments/regulators, preferably on environmental issues.
* Experience in forming and maintaining close links with internal and external partners/stakeholders to deliver the outcomes of both a specific function/project/team and the wider organisation.
* Good communication skills to convey complex technical and regulatory issues to a wide range of audiences, using strong communication and networking skills to influence, or help deliver outcomes through partner/stakeholder organisations.
* Experience of understanding and applying regulatory activities.
* Able to work at pace and have a track record of delivery.
* Being innovative and demonstrating drive to achieve targets.
* Expected to keep up to date with changing regulatory policy and proposed changes to legislation via membership of a relevant professional body or other equivalent means.
* Essential: Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh) with an expectation to develop Welsh language skills to Level B2 – Upper intermediate level (able to discuss work matters) following an agreed plan.
