This position is based at RAF Lossiemouth and due to the nature of the role, we can only consider candidates who are able to commute to this location. A Senior Facilities Manager (SFM) plays a significant part in the delivery of service to our customers on a day-to-day basis focusing on the management of all services delivered in buildings, accommodation ad workplaces, leading the operational oversight, delivered either directly of through a third-party supplier partner. A key responsibility is to reduce asset down time by providing proactive asset management advice to Customers, so they fail Less often; and when they do fail, they are fixed quickly in line with Accepted Level of Performance (ALP). Person specification The successful candidate will lead the engagement with customers via key governance forums, ensure a culture of safety first, delivering value for money and expert advice and oversee particularly complex sites while providing advice and support to Facilities Managers (FM). Key responsibilities include; Hard and soft facilities management (FM) advice and delivery including programme management Direct, lead, manage and support a team of facilities managers delivering FM activities and programme support across the sites of responsibility. Ensure regular engagement with Heads of Establishments (and the customer base) and work collaboratively with Industry Partners. Assure and monitor service delivery of all maintenance and response works in accordance with statutory legislation, Health, Safety and Environmental standards and policies and mandatory requirements. Assure delivery of services offered by the Soft Facilities Industry Partner (ESS) including cleaning, catering, retail services and all other enabling contracts. Provide advice and support for the management and mitigation of risk to Heads of Establishment where statutory and mandatory compliance of assets is not possible. Manage production and regularly review appropriate work plans in accordance with local budgets to deliver programmes and financial commitments, whilst meeting changing operational needs. Agree scope and priorities of work with local establishment representatives, agree outline plans and review management and tasks on a regular basis. Plan, direct and co-ordinate operational activities ensuring efficiency and value for money. Collate information and prepare reports for mandated weekly and monthly establishment meetings. Carry out proactive contract management to ensure goods and services are delivered within the agreed contractual arrangements. Provide assurance that the Industry Partners' contractual responsibilities and internal quality procedures, including management reporting, development, budget, forecasting and financial control are adhered to. Proactively manage all works through clear and effective direction, delegation and sound decision making. Support the delivery of in-year programme of work including technical, financial and commercial checks, in line with contractual requirements. Carry out the appropriate level of risk management in accordance with the DIO Risk Management Policy. This will include the reporting contract defects and early warnings. Maintain strong and collaborative relationships to provide the continued level of support needed on the diverse MOD estate in support of Defence programmes.
