Job Role –
The main responsibilities will be -
• Undertake commercial property negotiations on new lettings, rent reviews, lease renewals and landlord and tenant transactions.
• Communicate with tenants on compliance related matters with regards lease obligations.
• Calculate and initiate backdated rent and service charges and manage arrears with tenants.
• Prepare heads of terms as required.
• Liaise with legal colleagues and external lawyers with regards new lease and changes to existing leases.
• Undertake work related to the management of asset related data.
• Produce drawings / plans required for property transactions.
• Act as a point of contact with commercial tenants on landlord and tenant matters.
• Negotiate wayleaves and easements as required.
• Ensure the security and protection of Council owned commercial property and deal with any unauthorised use, access or occupation as it may arise.
• Deal with enquiries concerning the possible sale or letting of Council owned land.
• Support external agents in the marketing and letting of vacant premises including the production of property particulars, advertising and selection of tenants.
• Deliver a proactive approach to commercial property management.
• Prepare and cleanse property data, to enable clarity and transparency of the land and property portfolio.
• Provide advice and support to the ‘Corporate Manager – Assets & Regeneration’ on commercial property related matters.
• Contribute to the development of the Asset Management Service with regards processes and procedures.
• Initiate a process of undertaking property inspections within the commercial property portfolio.
• Work with facilities and compliance colleagues in developing assurance around regular compliance issues.
• Initiate and manage landlord related repairs as required.
Property Portfolio
• Combined property portfolio of c180 assets, not all of which are leased.
• Existing small management team.
Person Specification
• Member of RICS with recent commercial property management experience.
• Experience of dealing with a diverse commercial property portfolio and developing positive landlord and tenant relationship.
• Good knowledge of IT systems.
• Able to communicate effectively with officers, members and residents and understand the political context of working within a Local Authority.
• Performance driven.
Organisational Requirements
• In the office or on-site at least 3 days per week (or pro-rata if part-time).
• Be expected to travel between Brentwood and Rochford area for site visits and meetings etc.
• IT equipment to be provided.
