Job Overview
Assist in developing and reviewing London taxi, private hire vehicle, and pedicab policies for drivers, operators, and vehicles. Ensure that they are fair, reasonable, and appropriate, with a view to delivering our ultimate aim of a safe, secure, accessible, world-class taxi and private hire service, and London’s first pedicab licensing scheme. We are the largest licensing authority in England, responsible for over a third of all taxi and private hire vehicle services. Our peers are New York and Singapore and other worldwide cities, with almost a quarter of a million licensees.
Key Accountabilities
* Assist in developing proposals for changes to licensing requirements and standards, and in consultation with stakeholders.
* Produce engaging materials including presentations which clearly show our key messages and hold the audience’s attention.
* Where practical and appropriate, seek to harmonise private hire and taxi licensing standards in order to deliver consistency in policy and processes.
* Working with the relevant teams within TfL, ensure that any proposals are measured, balanced and communicated where necessary in formal and informal consultation with trade representatives and stakeholders.
* Undertake research into licensing standards, policies and best practice elsewhere in the UK and overseas, and use this information to develop and inform decision making and change within the Directorate.
* Research and write reports and briefings that set out the case for changes to standards and/or policies.
* Manage the team driver and operator policy mailbox, responding to enquiries from external stakeholders and internal staff in a professional, courteous, and helpful way.
* Assist in developing policies that improve accessibility of services.
* Assist in monitoring the development and changes to relevant taxi and private hire regulations and legislation, working with relevant bodies such as the Department for Transport on such matters.
* Impart and share technical information, advice, and guidance with licensees, vehicle manufacturers, key stakeholders and other interested parties to assist with the introduction of existing and new technology and innovations.
* Analyse licence and demographic data to help highlight key trends.

Knowledge
* Basic knowledge of taxi and private hire legislation and licensing policies - desirable
* Knowledge of how TfL operates - desirable
Skills
* Excellent creative skills. Ability to prepare engaging and visual presentations in Microsoft PowerPoint etc - essential
* Excellent written communication skills. The ability to write clear and professionally written documents (reports, policy documents, guidance notes, letters), with a focus on plain English to ensure that technical information can be understood by non-technical people - essential
* Excellent verbal communication skills. The ability to relay technical information in a clear and easy to understand way, so that it can be understood by all - essential
* Good grasp of Microsoft packages including Word, Excel, and PowerPoint – essential
* An acceptable level of maths, and ability to carry out simple analysis on data - essential
* An ability to plan, organise and prioritise work - desirable
* An ability to build and maintain effective relationships with stakeholders - desirable
* An ability to keep up to date with changing technologies and transport innovation - essential
