Temporary Human Resources Officer/Admin Job Ref: N Warwickshire 5256407 Pay Rate: Up to £16.25 per hour PAYE depending on experience Hours per week: 37 Monday - Friday, 8.45am to 5pm Role Length: This opening assignment is for 5-6 months City: Atherstone, Warwickshire Hybrid working – 3 days a week in the office Pay rate negotiable for the right candidate – Please state expected pay rate on your CV. The purpose of the role is to provide HR advice and support to Directors, Principal Officers and individual staff in line with Council policies, procedures, employment legislation and national and local conditions of service. To be accountable to the HR Manager for the implementation and monitoring of HR policies and practices across the organisation, with specific responsibility for individual divisions. Key Responsibilities:
* Provide professional advice and guidance to Managers on the application of HR policies, procedures and relevant employment legislation, ensuring that a consistent organisational approach is adopted throughout the Council.
* Under the direction of the HR Manager to handle casework with Managers, providing advice and support on performance, disciplinary, grievance, dignity at work and sickness absence issues.
* Manage the training and development function in relation to specified divisions, including analysing their training and development needs, providing advice and guidance to managers and employees on personal development and reviewing the effectiveness of training undertaken. In conjunction with HR colleagues, to design and deliver corporate training in line with organisational needs.
* Assist with the implementation of sickness absence processes within specified Divisions, including the provision of management data and meetings with senior managers to identify areas of concern.
* Work with Occupational Health to get comprehensive and timely reports when required, and to personally handle casework with managers, providing advice and support on sickness absence issues. To arrange counselling support where appropriate.
* Contribute to the research and development of new and revised policies and procedures, including adapting and adjusting policies to meet legislation, best practice and organisational needs. To take the lead role on specific policies where required by the HR Manager.
* Liaise with trade unions on case work where required.
* Advise and support both the manager and employee in relation to the Council’s maternity, paternity, adoption and parental leave policies.
* Support the HR Manager to deliver the apprenticeship scheme, work experience and work placements, as required.
* Participate in recruitment interviewing where specific support is requested or required, ensuring a fair and equitable process is undertaken, and managers are provided with a development opportunity.
Qualifications:
1. Hold a CIPD Level 5 Intermediate Certificate/Diploma in Human Resource Management, or equivalent.
Skills & Experience:
1. Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
2. Experience of working with Human Resource issues in a similar sized organisation.
3. Experience of working in HR in local government/public sector highly desirable.
4. Experience of providing HR related advice to managers.
5. Sound knowledge and understanding of the application of employment legislation and HR policies, procedures and best practice.
6. Able to explain the application of policies and procedures in a clear and structured manner.
7. Able to coach managers to build their knowledge and confidence in applying HR policies and procedures.
8. Able to influence and persuade others while maintaining positive relationships.
9. Sound knowledge and understanding of the application of employment legislation and HR policies, procedures and best practice.
10. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Adobe Pro).
