NHS Cheshire and Merseyside is looking to appoint a Place Clinical Director in Knowsley.
The role of Place Clinical Director is intended to ensure a continuation of an integrated approach to local system leadership and to be the connection between Place (for us, Knowsley) and the ICB Clinical Leadership Team.

The role will be between 3 and 5 sessions, to be negotiated, and split between Place and Cheshire and Merseyside wide; sessions will be agreed with the successful candidate on appointment. (1 session - 4 hours, 10 minutes).
Salary: £137,187 pro rata.

The Place Clinical Director will play an integral role in shaping the future of Health and Social Care across Cheshire and Merseyside. Through previous experience, knowledge, and skills, the post holder will quickly build credibility with partners to enable NHS Cheshire and Merseyside to be assured of high quality, safe services. They will motivate, inspire and work collaboratively to support the transformation and maturing of NHS Cheshire and Merseyside.
The post holder will be committed to delivering the vision of the ICB and will bring impressive knowledge and experience, sufficient to support the delivery of integrated working and transformational change in a complex and dynamic public sector environment and across organisational boundaries.
NHS Cheshire and Merseyside (an Integrated Care Board) is a highly complex organization serving a population of over 2.5 million people across 9 Places, Local Authority areas, 17 NHS Provider Trusts, 51 PCNs plus North West Ambulance service as well as third sector and voluntary organisations.
NHS Cheshire and Merseyside sees the development of clinical leadership roles that support the local system to deliver high quality services, improve and transform services, and act as a point of connection for Primary Care teams into the system as well as building important relationships between primary and secondary care. Increasingly these clinical leaders are also working with social care and public health colleagues.
Key Responsibilities:
1. Act as the senior clinical leader in Place representing Place at a Cheshire and Merseyside level.
2. Be the clinical voice of Place at an ICB level and the clinical voice of the ICB in Place.
3. Ensure effective collaboration between Place and the ICB medical and quality teams for patient safety and service improvement.
4. Be a member of the C&M Clinical Effectiveness Group (a sub-group of the ICB Quality and Performance Committee, advising the ICB on all clinical matters and policies).
5. Develop collaborative relationships with other Place Clinical Leads to ensure alignment, prevent duplication, and tackle unwarranted variation.
6. Be the Primary Care lead for Place working with the ICB Associate Medical Director for Primary Care to develop a C&M Primary Care Strategy and support the Place Primary Care Commissioning Committee.
7. Provide leadership at the interface forum between Primary and Secondary Care at Place or local system level.
8. Undertake clinical leadership roles for Cheshire and Merseyside wide pieces of work as required by the ICB Medical Directorate.
9. Be the prescribing lead for Knowsley, providing clinical leadership to the Medicines Management Team.
10. Be part of the Place Director’s team supporting them in the delivery of their duties and accountabilities; providing clinical and professional knowledge and expertise.
11. Provide and represent clinical and professional expertise in the development of strategies and delivery plans for Place that deliver sustainable outcomes.
12. Engage in governance and assurance mechanisms in Place, particularly engaging in activity pertaining to quality.
13. Lead and co-ordinate other clinical leads at Place ensuring their activity is aligned to the priorities of Place and the ICB.
14. Support the development of current and future clinical and care professional leaders including PCN Clinical Directors ensuring that the clinical and care professional teams reflect the communities they serve.
15. Provide Clinical leadership at Place to the Primary Care workforce including General Practice, Primary Care Networks, Community Pharmacy, Dental, and Optometry teams acting as a point of escalation for primary care colleagues to raise concerns or suggestions for service improvement and innovation.
16. Support health and care integration at place and neighbourhood level working closely with primary care, primary care networks, NHS and adult social care providers and wider stakeholders such as the voluntary and community sector.
