Job Purpose / Overview
The purpose of the role is to lead category specific deliverables that enable the development and implementation of project wide Procurement and Supply Chain management strategies.
Contextual Information
SZC is ultimately owned by two shareholders, EDF and HMG. The shareholders hold their investment in SZC through NNB Holdings Company (SZC) Limited. Over the course of the current shareholding arrangements the shareholdings of the two shareholders will change.
The shareholders will fund SZC up until Financial Close through equity in line with the approved schedule and budget. SZC's business is to design, finance, construct, commission, operate, maintain, and eventually decommission the nuclear power plant and related infrastructure (including activities relating to hydrogen, direct air capture and/or desalination) at Sizewell C in Suffolk. The principal objectives of the current development phase of the SZC project are to agree and implement the Capital Raise Plan, including completing an equity and debt raise, agree the core supply chain contracts and obtain the regulatory permits and licences required for the construction phase of the Project (including the core environmental permits and nuclear site licence).
Prior to the government investment decision SZC operated as part of EDF in the Nuclear Development business unit and was staffed by EDF colleagues and independent contractors who are now in the process of transferring to the direct employment of SZC. It is setting itself up as an organisation capable of delivering a new nuclear power plant, from investment case and funding, to construction, commissioning, operations, maintenance and decommissioning.
The SZC construction programme has a technical and commercial business case predicated on technical replication of Hinkley Point C. EDF will be an important supplier of nuclear capability for the SZC Programme from its established nuclear business footprint in the UK.
Key stakeholders are: UK Government, relevant Government departments and agencies including Treasury BEIS, EDF, Financial investors and institutions, Regulators, Alliance partners and local communities.
Principal Accountabilities, Activities and Decisions
* Design and delivery of Procurement Strategies for Project Wide and / or high value packages through application of Category Management principles.
* Delivery and execution of end-to-end Sourcing strategies aligned with broader Package strategy through application of Project Wide process and as a minimum including market analysis, supplier selection, risk and opportunity assessments, forecasting requirements.
* Carrying out the procurement process for complex packages in accordance with SZC procurement & supply chain management strategy.
* To provide an ethical and consistent approach to the procurement of high value packages and ensuring compliance with the project governance and procurement best practice throughout the process to meet current legislation and nuclear regulations.
* Closely working with commercial teams in contract negotiation and carrying out commercial checks for suppliers and past performance.
* Contribute to and provide regular reports on procurement and supplier performance.
* Monitor the supply market to identify potential new suppliers and products and meet with suppliers to understand their products.
* Understand the supplier market, keeping abreast of market developments, demand trends and risks
* Focus on exceeding minimum service expectations by delivering an agile, value adding service with a deep understanding of customer requirements, technical competence, functional knowledge and process efficiency.
* Establish performance led, long term supplier relationships focusing on value for money, service & product quality and continuous improvement to drive competitive advantage for SZC and Parent Companies
* Leading a team of Buyers / Senior Buyers.

Qualifications & Experience
Essential
* Experience of working within the construction industry and demonstrated knowledge of the interfaces and relationships that exist.
* Implemented project procurement plans using a wide variety of contract types.
* Good communication skills (verbal & written).
* Can manage and put staff under their supervision to work.
* Lead category specific activities.
* A measured approach to decision making and the ability to ensure best value procurement.
* Has delivered demonstrable added value through their procurement activity.
Desirable
* Member of the Chartered Institute of Procurement and Supply (MCIPS) or chartership with another construction focused Institute (i.e., CIOB or RICS)
