Background
This new Vice President position is within EMEA Chief Compliance Office (CCO) Technology team. We are looking for an experienced Technology Product Owner to manage EMEA Compliance systems including Surveillance, Monitoring, Case Management, Data and Regulatory Reporting.
EMEA CCO Technology is part of Cross-Product Platforms Technology area. Our team delivers and supports critical systems used across SMBC EMEA 1st and 2nd lines of defense functions including Compliance, Finance, Risk, Regulatory Reporting, HR, Data Management and other business and corporate operations areas
Purpose of this role:
* Capture requirements, conduct analysis and design, lead development, testing and implementation of new solutions and enhancements to the existing platforms and applications
* Lead business analysts, developers, information security and infrastructure SMBC internal and vendor staff involved in delivery and support of critical Compliance IT platforms and solutions
* Manage stakeholder relationships with EMEA Compliance teams and associated functions
Accountabilities & Responsibilities
* Product, Platform, Applications and Service Ownership of EMEA Compliance Systems including ownership of internal solutions and vendor relationship management with 3rd party software providers e.g., Nice Actimize, Bloomberg etc
* Capture of requirements and definition of technical solutions for enhancements to the existing and building new IT products, platforms, applications and services to meet EMEA compliance needs
* Domain Architecture & Solution Design for replacement of legacy and delivery of strategic Compliance systems in line with IT Strategy, leading the RFP process for new system selections, conducting risk assessments and operational risks reviews
* Stakeholder management of EMEA Compliance teams in London and other SMBC EMEA locations, collecting their requirements, interfacing with vendors and IT to deliver solutions, managing responses to complex project issues as part of analysis, design, development, testing and production phases
* Audit & Regulatory responses on behalf of IT associated with Compliance Technology
* Surveillance technical data ownership

Knowledge, Skills, Experience & Qualifications
* 10+ years of experience in a similar technology management role in Commercial and Investment Banking Compliance and Regulatory IT domains
* Extensive knowledge of Compliance and Regulatory landscape across UK, EU and EMEA
* Experience in this domain specific technology and data architectures leveraging modern tools and data sourcing, transformation, analytics, workflow and reporting technologies
* Experience managing complex vendor relationships and direct interaction with vendor software development and support teams responsible for modern and legacy financial regulatory reporting solutions
* Experience in contract management and negotiation of contracts and statements of work for software licenses, support and professional services
* Experience in implementing in-house and vendor solutions on premise and on cloud including SaaS solutions
* Experience in system integration to source and process data required to meet regulatory calculations and disclosures
* Excellent communication skills with stakeholders at all levels including the most senior level in the Bank and with third parties, including the ability to set and explain Compliance Technology changes to a non-technical audience and de-escalate issues and business impact caused by incidents.
* Ability to think strategically in terms of value creation, coupled with a strong commercial acumen.
* Leadership skills at an Enterprise level to motivate and inspire direct, indirect reports and other stakeholders.
* Ability to operate, influence and provide thought leadership globally, building trusted partnerships with other IT and non-IT teams.
* Experience in management and in depth understanding of the IT and business change delivery processes.
* Thorough understanding of IT controls and software development lifecycle
* Working knowledge of Agile Scrum methodology and ability to manage Agile teams.
* Experience in management portfolios of software products and platform combining in-house and vendor components to enable Regulatory Reporting
* Strong problem-solving skills and ability to constructively challenge, make recommendations and design solutions.

Qualifications - Not essential as experience will play a large factor
* University Degree (or equivalent) in Computer Science, Engineering or other similar subjects
