We are seeking a qualified Financial Management Accountant to work as part of a multi-disciplinary team, including finance, commissioners, and clinical professionals, to undertake a programme of work that is seeking to secure clarity regarding the true cost of NHS Dentistry provision within primary care, general dental practice. The work will primarily take the form of applying National Flexible Commissioning Guidance published October 2023 and translating this into a range of tools that can then be used to conduct off-site and desktop full financial and business audits of accounts, income, and expenditure, to help better understand and disaggregate a true cost and financial viability position for delivery of regulatory NHS Dentistry contracts.

Main duties of the job
You will need to demonstrate a willingness to learn and possess excellent organisational skills. You will be a team player with initiative, able to manage your own workload and meet service demands. Good IT skills with knowledge of Microsoft Office applications are required.
The ICB has a large geographical area, base location to be discussed with the successful candidate. Hybrid working is offered with a minimum of 2 days per week in the office.
Job responsibilities
The key tasks of the Financial Management Accountant will therefore be to:
1. Offer technical financial management accountant leadership and expertise to the team.
2. Actively undertake off-site and desktop financial and business audit activities across 200+ NHS Dentistry contracts.
3. Provide as part of the team an independent and technical expert perspective on the robustness of the audit process and outcomes resulting.
4. Provide assurance to the ICB Director of Finance and Chief Finance Officer that resulting outcomes are accurate and full business cases presented for decision have secured appropriate financial scrutiny, challenge, and assurance.

Qualifications
* CCAB qualified accountant with post qualification experience in a relevant senior role, or demonstrable alternative relevant experience.
* Master's or equivalent.
* Evidence of ongoing continuous professional development.
* Interpreting NHS National policy that impacts on finance.
Experience
* Experience of business case evaluation and preparation.
* Experience of managing staff.
