What's involved with this role: Interim Highways Manager - Strategy & Development Reference no: Hull 5258302 Pay Rate: £27.65 per hour PAYE 37 Monday – Friday, normal working hours This opening assignment is for 4 months City: HULL Provide effective direction, leadership, management and guidance in all aspects of professional, planning and development services in relation to development planning, transport modelling assessment, strategic highway development, sustainable and active travel development and forward planning of transport provision. Provide direction and management of the Transport Strategy and Development team ensuring at all times there is sufficient capacity to produce effective and efficient solutions to transport and development issues. Work alongside other professional leads and organisations in the service sector to ensure modern principles, standards, guidance and methodologies are woven appropriately into the service provision. Key responsibilities: Provide effective direction, leadership, lean management and guidance to the Major Projects Strategy and Development team to ensure the development, design and timely implementation of a diverse range of transport and development projects so that annual capital and revenue funded programmes are achieved while ensuring compliance with all statutory requirements, standards and expected guidance. Such projects include transport assessments, feasibility studies, strategy and policy development and active travel scheme planning and delivery are managed through a coordinated approach to maximising the benefits of major transport programmes, to support the ambitions of the Council business plan and City Plan within the confines of budget allocations. Ensure the statutory functions of the Highway Authority are compliant in relation to Highway Development Control and Planning with regard to provision of information, timing of responses and attendance and representation at Planning Committee. Develop, review and provide best practice in effective high level partnership working and proactively engaging and negotiating with partners to ensure solutions meet their business needs on high profile transport issues and projects. Manage the procurement processes of consultants and resources required to develop the strategic highways forward plan programme as appropriate e.g. start to finish procurement for business case development and funding bids, including development of scope and evaluation of tender bids whilst ensuring compliance with the Contract Procedure Rules and EU procurement regulations. Engage with partners on a local, regional and national level on the development of strategies, policies and projects that have a direct impact or influence on the development of transport provision within the City. Work closely with the Head of Highways, Strategic Transport & Design, the Assistant Director of Major Projects, Culture & Place and other professional staff across the Council to deliver a coherent and affordable forward programme of transport projects that will facilitate travel, transport and mobility improvements and support associated city-wide regeneration plans. Prepare and collate reports and information relative to the department and represent the Council at Member’s Committee meetings, user groups and other external meetings, including public consultation processes so that informed decisions can be made and the Council’s integrity and reputation is maintained. Lead on the communication of the status of Active Travel schemes, including timely notification to all statutory and interested parties including appropriate Members, residents and businesses. Act as the main point of contact for developers and consultants where acting as the Highway Authority in relation to new residential or commercial developments to manage dissemination of information, standards and specifications to keep partners and stakeholders informed of progress and ensure sufficient and correct information is provided to enable the statutory function of the Highway Authority to be fulfilled. Qualifications: Degree or equivalent level of experience; Specific qualification requirement Transport Planning. 5 GCSEs A to C grade including Mathematics and English Knowledge: Wide knowledge of relevant legislation, guidance and best practice, including:Town and Country Planning Act, Highways Policy, Planning Policy Guidance, Active Travel design knowledge. Good level of knowledge of the development industry, including an understanding of the impact of transport on the property and the housing market. Experience: Experience of delivering, monitoring and planning services at an operational level. Experience of undertaking Change Management, planning and implementing new ways of working. Experience in managing complex data and information from a variety of sources, and ability to analyse and interpret performance data. Experience of successfully line managing and leading a team of staff. Experience of successfully managing activity and performance targets. Skills & Abilities: Strong analytical skills with the ability to process complex information and explain/present the information. Strong verbal and written communication skills including the ability to receive and present complex, sensitive or contentious data to individuals and groups, overcoming barriers to communication. Able to challenge constructively and introduce improvements and to manage change. Ability to build and maintain effective teams. Ability to manage effective budgets/resources and enforce proper financial controls, showing sound business judgement. Able to manage and lead a team effectively in a challenging environment. Ability to plan ahead / organise / prioritise, implement service improvements and innovations. Ability to analyse problems, situations and information, think laterally and present innovative and feasible solutions. Ability to form and maintain appropriate professional work relationships.
