Job Description The Role The Delivery Manager is responsible for working collaboratively with the Senior Operations Manager to lead and drive a regional operational team to achieve performance, growth, quality and compliance objectives in line with contractual agreements and P&L requirements. Candidates should be flexible and willing to travel across our Northwest region which includes, Accrington, Blackburn, Burnley, Preston, Crewe, Macclesfield, and Skelmersdale. Occasional UK travel for meetings may also be required. All travel expenses incurred beyond the designated base office will be covered by the business. Key Responsibilities Strategic Leadership: Support the development and implementation the organisation’s service delivery strategy, ensuring alignment with overall organisational objectives, commissioner requirements, and participant needs. Operational Oversight: Oversee the day-to-day operations of service delivery, working with the Senior Operations Manager to ensure that all programmes are delivered in line with contractual expectations, within budget, and to a high standard of quality. Team Leadership and Management: Lead, manage, and support a team of Performance Managers. Provide coaching, mentorship, and professional development to ensure effective service delivery and team performance. Performance Management: Set and monitor key performance indicators (KPIs) across all services and programmes, ensuring that performance targets are met or exceeded. Take proactive steps to address underperformance and improve service outcomes in line with policy. Continuous Improvement: Implement and promote a culture of continuous improvement, identifying areas for service enhancement and working with teams to develop and implement strategies that drive operational efficiency and participant success. Stakeholder Engagement: Build and maintain strong relationships with key stakeholders, including funders, local authorities, employers, and community organisations, to enhance collaboration and support service delivery. Budget Management: Work closely with the finance team to agree and manage service delivery budgets, ensuring that resources are allocated effectively and that services are delivered within financial targets. Compliance and Quality Assurance: Ensure that all services comply with contractual, legal, and regulatory requirements, and that quality assurance processes are adhered to in line with the Quality Management Framework to maintain high standards across the organisation. Risk Management: Identify and manage risks associated with service delivery, implementing mitigation strategies to ensure the continuity and success of programmes. Reporting and Evaluation: Provide regular reports to senior management and the Executive on service performance, client outcomes, and impact. Use data and insights to inform decision-making and strategic planning. Business Development: Identify business development opportunities, funding sources and potential partnerships to secure both the existing organisational footprint and growth targets. Collaborate with cross-functional teams to develop a bid, bid strategies and solution development. Key Performance Indicators Performance and Compliance: Maintain high performance and compliance across programmes and operational teams, promoting accountability and addressing any areas below expectation through targeted improvement efforts. Quality: Achieve and maintain high service quality standards, with proactive measures to address any quality gaps. Experience in leading teams and managing multiple stakeholders is essential. Strong leadership and people management skills, with the ability to motivate and develop teams. Strong interpersonal and communication skills, with the ability to engage effectively with stakeholders at all levels. Financial acumen, with experience in managing budgets and resources effectively. Proficient in using performance metrics and reporting tools to drive programme success. Desirable Knowledge and experience of the employability sector and local labour market Degree in Social Sciences, Business Administration, Public Services, or a related field. A postgraduate qualification in management, leadership, or project management is desirable.
