The Business Intelligence Team in Children’s Services has recently moved from the Corporate Directorate into the Children’s Services Directorate and sits within the Commissioning and Partnerships Service area, reporting directly to the Head of Performance and Governance. This service brings together strategic partnerships and planning, work that underpins the Directorate and facilitates strategic partnership. This function ensures that the Directorate is well organised, oversees strategic co-ordination and ensures that there is synergy in strategic planning. The Business Intelligence and Performance Team forms a key part of this service area and provides business intelligence, statutory performance reporting, management information and analytics. This role forms part of the extended senior leadership team.

What will you be doing?
We are looking for a highly experienced BI and Performance professional, with expertise in the areas of Children’s performance and reporting. You will work closely with managers across Children’s Services and with colleagues in our central Strategy and Performance and ICT teams to shape BI, Data and Performance reporting and the use of new data applications and analytics.
This is an exciting time to join Children’s Services as Dorset Council are one of three wave 1 Pathfinders for the ‘Families First For Children’ element of the Children’s Social care reforms. Using your well-developed professional BI & Performance experience, you will be able to identify creative BI & Data solutions to address a range of insight, intelligence, and reporting challenges, and we hope that you will use your customer-focused attitude to contribute to the success of the team. You will also lead the team to ensure Children’s statutory and regular reporting obligations are delivered on time and to a high standard.
Key stakeholders will include the council’s directorate management team, operational managers, project teams, corporate strategic team, internal ICT and digital colleagues and any regional benchmarking groups.
We adopt an agile approach to working, with opportunities to work either in the office or remotely depending on the activity. We encourage collaborative working across the team, where projects can often overlap team areas. As a service we also like to make full use of the technology available to us, including hybrid facilities which allow for a mix of in-person and remote in the same setting.
You will work with the Children’s Services leadership team, supporting them by proactively identifying opportunities for Business Intelligence, performance reporting and the use of data to both improve and transform ways of working. You will also use your significant influencing skills to ensure that activity is carried out in support of the council’s wider strategic objectives and overarching council plan. About You
As the Children’s Business Intelligence and Performance Manager, you will need to demonstrate strong stakeholder management, and experience of working with senior leaders and managers to both understand and advise on their data/performance requirements.
Essential for the role:
1. A degree or equivalent experience, or relevant professional qualification
2. Evidence of relevant continuing professional development
3. Knowledge of relevant policy and legislation, including statutory reporting requirements
4. Significant business intelligence and performance reporting experience
5. Working with senior management and leadership teams to understand, develop and drive performance reporting and business intelligence requirements
6. Knowledge of data security and data governance in relation to reporting, BI and analytics
7. Diplomatic skills, particularly in engaging with, negotiating and persuading a range of stakeholders.
8. Working collaboratively with partners
9. Experience of using Microsoft PowerBI or similar
10. Ability to challenge others respectfully and constructively
11. Sound understanding of how business intelligence and performance reporting can contribute to organisational effectiveness
The role holder will directly manage the officers and analysts within the Children’s Business Intelligence and Performance Team, allocating work and supervising team members. As such, experience of management would be an advantage.
