Role Summary
We are looking for an experienced Project Manager to lead the successful delivery of a high-profile, multi-phase, user-facing data platform for a central government programme. The solution supports regulated business reporting, real-time data aggregation, API-based sharing, and compliance monitoring — with strong alignment to GOV.UK service standards.
The Project Manager will coordinate delivery across Discovery, Alpha, Private Beta, Public Beta, and transition into BAU. This includes planning, risk management, supplier coordination, stakeholder communications, and ensuring successful outcomes at each service phase.

Key Responsibilities
Planning & Governance
* Own the end-to-end project plan, managing timelines, dependencies, budgets, and resourcing across all workstreams.
* Establish and maintain robust governance frameworks in line with GDS Agile governance, reporting to the Authority and internal steering groups.
* Lead the production of key artefacts such as RAID logs, delivery plans, milestone trackers, progress dashboards, and assurance documentation.
* Facilitate internal approvals, manage stage gates (Discovery > Alpha > Beta), and ensure readiness for GDS service assessments.
Stakeholder & Risk Management
* Serve as the primary interface between the delivery team, the Authority (buyer), enforcement partners, and external stakeholders (e.g. regulated businesses, third parties).
* Manage all internal and external project communications, escalating blockers or risks early and coordinating resolution strategies.
* Track and manage contractual obligations, change requests, and delivery scope – ensuring traceability across phases.
Delivery Coordination
* Lead agile ceremonies in coordination with Product Managers and Service Designers, supporting the velocity of cross-functional teams (engineering, UX, testing, data).
* Maintain alignment between multidisciplinary teams delivering technical components (portals, APIs, IVR/SMS inputs, analytics, reporting) and non-functional capabilities (security, support, training).
* Oversee the implementation of user testing, service assessments, onboarding exercises, training rollout, and go-live planning.
Commercial & Operational Readiness
* Ensure adherence to budget, milestone payments, and reporting obligations as defined in the ITT and contract schedules.
* Support the definition of KPIs, SLAs, and service performance benchmarks for Public Beta and BAU.
* Manage transition to operational service, including handover to live support, maintenance plans, incident response frameworks, and operational reporting structures.

Essential Skills & Experience
* 5+ years’ experience delivering digital public services or platforms in the UK public sector, ideally aligned to GDS Service Manual or similar service standards.
* Demonstrated success managing complex multi-vendor programmes across Discovery, Alpha, Beta, and Live/BAU.
* Proven experience managing multidisciplinary teams and delivering Agile-at-scale.
* Excellent working knowledge of:
o Service design & user-centred delivery
o Technical delivery (APIs, portals, data validation pipelines)
o Risk management and dependency tracking
o Government delivery governance frameworks (e.g. GDS assessments, approvals)
* Strong communication and interpersonal skills, with the ability to operate across senior stakeholder levels, technical teams, and user communities.

Desirable Skills
* Experience delivering regulated data reporting platforms or compliance enforcement tooling.
* Familiarity with real-time data ingestion, open data platforms, or API-first architectures.
* Understanding of public sector procurement, milestone-based payment models, and Statement of Work tracking.
* Knowledge of monitoring/reporting dashboards, metrics frameworks (e.g. OKRs/KPIs), and platform health analytics.
* Experience working with tools such as Jira, Confluence, MS Project, or Trello in government settings.

Qualifications
* Degree in Project Management, Business, Computer Science, or related field — or equivalent work experience.
* Project Management certifications desirable:
o AgilePM, Prince2, APM PMQ, Scrum Master (PSM/CSM), MSP or SAFe
