Deliver key project messages (verbal and written) with clarity, engaging stakeholders, gaining buy-in and creating positive impact. Ensure that all projects within the programme are provided with the appropriate level of implementation support throughout the project lifecycle and be flexible in accommodating what support is required, with direction if required from the Director, Strategic Programme for Planned Care. Develop and monitor detailed benefits and objectives that drive the progress of projects and subsequently the delivery of the wider programme. Plans, develops and manages project plans for programmes and workstreams to support the delivery of the strategy. Supports and leads the development of business cases, coordinating business requirements and options for appraisal. Create, monitor and review all project factors including finance, staffing requirements, project resources, and project risk ensuring appropriate project governance is in place. Defines, develops and maintains a robust project strategy, aligning this to the programme strategy and vision. Identify and manage day-to-day project actions, issues, risks, dependencies and changes for projects within own portfolio. Take an active role in developing policies and procedures and proposing changes as and when required. Responsible for creating and maintaining the project planning, including project reporting, monthly highlight reports, updating the risk logs and producing exception reports for the Planned Care Strategic & Operational Group and Planned Care Board Responsible for ensuring all work remains on target to deliver agreed objectives for projects within own portfolio. Ensure that all project records and information are created and maintained in a way that allows timely information to be available. Resolve issues and initiating corrective actions, escalating to the Assistant Director where appropriate. Manage delivery of individual projects against agreed milestones, budget and timelines with demonstration of success and outcome measures Establish effective stakeholder involvement and ensure that a strategy for regular communication within own projects is established Responsible for self-organisation/time management so able to plan/manage time efficiently. Identify and act on new opportunities for quality improvement. Identify methods and approaches to reduce cost while improving both staff and patient experience. Support and lead the development of business cases; co-ordinating business requirements; business process mapping and support and/or manage the process of technical design, build, testing & assurance within agreed parameters of cost, timescales and quality. Develop partnership and ensure links across from the programme to other programmes and projects, across NHS Wales and beyond, such as those at WG, local authorities and other LHBs. Analytical and Data Management Review highly complex statistical, usage or deployment data and analyses the data accordingly. Identify strategic or operational requirements from the analysis and take the appropriate action. Ensure that all opportunities are identified for data to provide guidance or decision making. Define, develop and maintain critical success factors for the delivery of the projects. Responsible for developing data protection impact assessments for associated programmes. Support and lead the project teams in the use of data for improvement, monitoring, measuring and making improvements in services and identifying when changes are not delivering anticipated results, escalating concerns and helping resolve to meet project aims. Generate complex reports for Welsh Government, Strategic Programme for Planned Care and stakeholders including project specific reports at agreed time points. complex interpretation of a variety of data sets to inform RTT/ Cancer and Diagnostic targets and Welsh Government, alongside arranging development of health board data analysis and dashboard development to improve RTT/ Cancer and Diagnostic activity and waiting times Inform WG of quality and performance data and necessary changes on an all-Wales basis to develop service transformation plans. There will be complex R&D including undertaking service reviews of new and existing planned care pathways alongside developing business cases for research and innovation projects and undertaking the evaluation of said projects.
