Job Description:
THE OPPORTUNITY
We are looking for an experienced and ambitious sub-contract management professional, with experience of Defence contracting, to join our Procurement and Commercial Team. Working within the Electronic Warfare (EW) Line of Business, acting as the Procurement Lead on a number of complex and high profile programmes and bid activities and in a functional deputy capacity for the senior sector lead.
You will have a high level of contractual understanding, negotiation experience, and programme/ contractual management.
You will be able to demonstrate the ability to act as lead in managing internal and external relationships and experience of working cross functionally in a matrix organisation, in order to influence a breadth of business decisions.
You will be able to apply strategic and agile thinking to complex issues and demonstrate a detailed understanding of the issues. Defence sector experience will be required to operate successfully within this role.
WHAT YOU'LL DO
1. Lead the delivery of sub-contract work packages and other procurement related services as required by the business.
2. Develop effective relationships both horizontally and vertically with the IMS Suppliers, Partners and Subcontractors to influence successful achievement and execution of the current and future programmes.
3. Translate customer / project requirements into commercial documents, particularly pertaining to the design, development and production of bespoke complex electronic systems and other technical services.
4. Work with stakeholders, at all levels, in order to understand customer requirements and critical success factors.
5. Act as functional deputy, supporting management meetings, reporting and forecasting, provide support and guidance to peers within the team.
6. Understanding mechanisms of mitigating risk associated with entering into commercial agreements.
7. Develop and negotiate robust contracts for services, intangible and tangible deliverables using standard and non-standard formats.
8. Ensure that the appropriate commercial protections are in place such as; effective Partnering Agreements, Supply Agreements, Software Licence Agreements, Non-Disclosure Agreements (NDAs), and Technical Assistance Agreements (TAAs) / Export Licences etc.
9. Drives and leads strategies to influence business decisions throughout the project life cycle.
10. Identify solutions for complex areas of potential risk / opportunity e.g. sub-contract risk, IPR, liability and exchange rate exposure etc.
11. Create and maintain robust Procurement Plans and executable strategies in line with Life Cycle Management (LCM) principles.
12. Lead the generation and review of 'appropriate' specifications and Statement of Work documents.
13. Promotes a culture of best practice and sharing of knowledge within the function and across the wider business.
14. Management of Compliance and Governance, restrictions for all procured items and services.
WHAT WE'RE LOOKING FOR
You really must have:
1. Self-motivated and willing to take on new challenges.
2. Strong and effective communication skills, with the ability to develop and nurture internal and external relationships, promote customer intimacy and team working.
3. A track record of delivering Sub-Contracted work packages.
4. Qualified to degree level or equivalent or significant relevant work experience (studying towards or achievement of MCIPS is preferred).
5. A good understanding of the Commercial and Legal Aspects associated with contracting within the Defence/Aerospace industry or a similar market sector.
6. An ability to think 'outside of the box' offering solutions to enable the function to add value and innovation.
7. Ability to engage and influence cross-functional/cross site teams.
8. Good communication skills - written, oral and presentations.
It would be nice if you had:
1. Background and experience of managing software sub contracts and complex terms and conditions is preferred.
2. A good working knowledge and understanding of Procurement within the Defence/Aerospace industry (or a similar sector) and ability to apply them with minimal supervision and direction.
3. A good understanding of IPR associated with contracting within the Defence/Aerospace industry (or a similar sector).
4. Degree or equivalent in Business Studies.
5. Ideally MCIPS qualified or studying towards.
6. SAP familiarity (or equivalent integrated business systems).
