Description The Bank of England’s security vetting team is responsible for providing vetting and personnel security advice for the Bank. The team processes, investigates and decides national security vetting applications, implements measures to manage personnel risks, and provides aftercare once the decision is made. The Security Vetting Team Manager role will directly lead a team of about 4 vetting officers and report into the Bank’s Security Vetting Manager. This role will also act as the deputy of the Security Vetting Manager and stand in when required. JOB DESCRIPTION We are looking for a highly motivated and well-organised self-starter to join our team. You will be working in a multifaceted environment, playing an active role in delivering sophisticated security vetting decisions. As such, you will lead the continuous improvement of our vetting services, the day-to-day management of the security vetting team, and support the Security Vetting Manager on strategic, policy and procedural issues. There will be opportunities to improve your knowledge and skills and to work collaboratively with staff and partners across the Bank and in wider government. This role is highly suited to a person who can make difficult risk-based decisions, has excellent interpersonal skills to conduct investigations and briefings in a sensitive way and who has strong report writing and analytical skills to draft risk assessments, document recommendations and decisions. Key Responsibilities The day-to-day management of the vetting team, ensuring the effective and efficient processing and delivery of vetting applications and decisions, and direct line management of about five vetting officers. Investigating and making decisions on sophisticated security clearance applications and people’s ability to retain security clearance following changes in circumstances or a security incident. Conducting investigative interviews, briefing staff on security vulnerabilities, and considering where security risks to the business can be handled in post. Handling highly sensitive and personal in line with data protection standards. Interacting with applicants while considering the sensitive and confidential nature of personal information. Providing security advice and direction to your team members Working proactively with colleagues across the Bank of England, in particularly our security community and People Directorate. Essential Criteria Experience of making security vetting decisions, preferably (but not essentially) with the UK’s national security vetting, and or experience of working in a complex investigative casework role Prior experience of interviewing and particularly investigative interviewing as well as experience of working with intelligence Experience of managing a team Able to make sophisticated risk-based decisions and explain those decisions in writing Desirable Criteria Excellent written and verbal communication skills Able to handle a busy workload and prioritise where required Experienced at representing your organisation and building effective working relationships both inside your own organisation and with external partners Experience in drafting processes for team members Experience of working with intelligence This is a people management role. You will be responsible for day to day management of the team and for defining roles and responsibilities. You will develop your team through sharing information effectively, coaching and communicating a clear vision to ensure that your staff are productive, engaged and motivated to deliver the area's aims. This will include setting clear goals and smart stretching objectives that are aligned to those of the team, division and directorate. You will also be responsible for managing all staff-related matters that may arise including performance, absence and sickness. Salary and Benefits Information We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate. This role offers a London salary of £48,960 -£55,080. In addition, we also offer a comprehensive benefits package as detailed below: Currently a non-contributory, career average pension giving you a guaranteed retirement benefit of 1/80th of your annual salary for every year worked. There is the option to increase your pension (to 1/65th) or decrease (to 1/105th) in exchange for salary through our flexible benefits programme each year.
