The Elective Access Team Leader will support the Patient Access Manager who, in conjunction with the Deputy Operational Services Manager, is responsible for the management of Referral to Treatment (RTT) & Cancer Access standards across assigned services. The post holder will take responsibility for the line management of the Directorate Outpatient and Inpatient booking teams and the management of the associated Patient Tracking Lists (PTL's) across the Directorate. The Elective Access Team Leader will work with the clinical services ensuring clinical prioritisation and chronological booking is consistent for all outpatient and inpatient appointments within the directorate.
Main duties of the job
1. To provide assurance to the Trust regarding the management of outpatient and inpatient referral to treatment (RTT) pathways to meet all relevant local and national targets.
2. To be responsible for ensuring that systems are in place to achieve the delivery of the Directorate's patient access targets via the implementation of new processes and procedures and updating the Patient Access Manager and Deputy Operational Services Manager on, at least, a weekly basis.
3. The post holder is responsible for the practical management of the outpatient and inpatient waiting lists, working closely with the Directorate to ensure waiting list improvements and national targets are achieved.
4. To present highly complex statistical information to staff to assist with ongoing service improvement.
5. The post holder is responsible for supporting the Patient Access Manager and Deputy Operational Services Manager within the directorate in the achievement of all elective access targets.
6. The post holder will be responsible for training all staff in the rules and guidance for RTT delivery under the direction of the Patient Access Manager.
7. The post holder will provide support and line management of the outpatient and inpatient booking teams ensuring optimum utilisation of clinic and theatre capacity.
8. The post holder will be required to cover vacancies/sickness of the elective access team.

Job responsibilities
1. Oversee the day-to-day management of the waiting list officers, elective access officers, outpatient receptionists, and clinic prep assistants within the Directorate.
2. Ensure that all patients are booked in accordance with the Trust Elective Access Policy, by clinical priority and by length of Referral to Treatment (RTT) waiting time.
3. Proactively manage the patients waiting 18 weeks for the first outpatient appointment or elective inpatient admission and ensure no 52-week breaches.
4. Inform the Patient Access Manager of any probable breaches and agree further plans to eliminate these.
5. Develop access plans for any patient at risk of breach, and ensure plans are communicated to and agreed with all relevant staff.
6. Support the Directorate teams to ensure that high standards of administration and data quality are achieved at all times, and any training needs highlighted.
7. Be responsible for the day-to-day management of the Patient Tracking List (PTL) across the Directorate, ensuring best practice is applied in line with national recommendations.
8. Ensure regular validation occurs in accordance with best practice to ensure that both outpatient and inpatient PTLs are clean at all times.
9. Participate in the assessment of capacity and demand within the Trust, to include clinic room allocation and theatre utilisation.
10. To provide expert analysis by using a variety of appropriate query tools (e.g., databases and spreadsheets) for monitoring and forecasting purposes, ensuring information is accurate and up-to-date, including investigation and resolution of data queries and problems.
11. Attend the weekly service PTL meetings and ensure patients are tracked and planned for in line with the Trust Elective Access policy.
12. Ensure the Patient Contact Centre has correct information on how to rebook patient appointments appropriately under agreed local service guidance.
13. Attend the weekly theatre planning meetings and ensure cover for all theatre lists and communication with theatre staff is upheld.
14. Be familiar with HR policies and procedures within the Trust and to ensure that good practice in recruitment, appraisal and performance management and other policies are maintained.
15. Provide cover for leave and absence of the Inpatient and Outpatient booking teams when required.
16. Provide and undertake training, development and appraisal of assigned staff.
