We are looking for exceptional disposal expert to sit at the heart of the NHS England and NHS Improvement (NHSE) Estates & Facilities team, supporting the NHS. The Estates & Facilities team are the main source of guidance and support with regard to the estate in the primary and secondary care sector across England.
The disposals team are divided across the 7 regions as deemed appropriate. Included within the team is: Associate Director of Estates Strategy and Planning, Master Planner, S106/CIL lead.
A key element of the role will be supporting the delivery of disposals by removing barriers by liaising and collaborating with providers, Strategic Estates Planning (SEP)/NHSE regional teams, Department of Health & Social Care (DHSC), One Public Estate (OPE), Homes England and other estates/ disposals advisors as appropriate, where necessary flagging and escalating issues for resolution to the relevant parties.
The role will require someone with experience of identifying and assessing assets that could be disposed of and bringing forward the site in a way that creates best value alongside a robust business strategy. Wide ranging experience in disposals, valuations, planning, asset management, investments and general commercial advice across a range of sectors will therefore be essential.
Work areas undertaken include, but are not limited to:
• Supporting trusts and primary care with independent disposal advice including helping to identify suitable professional support teams / frameworks for trusts to access technical support
• Providing independent advice on identifying the best purchaser of sites and subsequent commercial advice on the transaction including understanding of valuations, negotiations and contract terms
• Advising on key worker housing, DHSC Homes for NHS Staff and alternative income generation opportunities
• Supporting the Regional Delivery Directors and Strategic Estates leads to develop robust STP/ICS plans and estate strategies, integrating disposals
• Work with SELs, NHSE colleagues and DHSC to validate plans, strategies and planned disposals
• Have awareness of STP/ICS implementation plans to provide a link with disposals and wider partners, including OPE opportunities

Operational requirements
• Working within the overall strategic objectives, devise, implement and monitor the strategy. Evaluate, interpret and locally implement best practice.
• Provide overall management to the whole function(s).
• Develop and implement qualitative and quantitative measures to determine performance against the organisational strategy. Report progress against the strategy through personal representation at senior management forums and by written reports. Tailoring delivery to meet the needs of the audience.
• Ensure that best practice is developed and delivered at organisational and departmental levels. Challenge ways of working and persuade, motivate and influence other senior managers to realign their practice where necessary.
• Ensure that appropriate strategies are employed in line with business objectives and that these are fully cascaded.
• Personally lead, support and contribute to formal negotiations with senior level internal and external stakeholders, providing a high level of negotiating expertise to secure the most advantageous arrangements.
