Job Purpose
To support the Head of Technical Services and the Building Surveying Manager, contributing to the development and implementation of policy and procedures through the provision of professional building surveying expertise. The postholder will be responsible for providing technical surveying guidance on building architectural, fabric, and associated infrastructure, and managing maintenance programmes across the University Estate.
Main Duties and Responsibilities
Leadership and Management
* Project manage and supervise large and/or complex building maintenance projects, from briefing and design through to construction and completion.
* Work with Project and Construction colleagues to identify and agree suitable project management arrangements for building maintenance projects, ensuring all works are well planned, executed to a high quality, and with minimal disruption in accordance with University requirements including statutory and mandatory compliance.
* Identify and engage specialist contractors and consultancy support as required and provide technical advice to the wider Facilities Services in-house team.
* Undertake surveys and feasibility studies to inform and shape future minor works and maintenance projects. Update asset and maintenance records.
Technical
* Ensure modern and appropriate construction techniques are deployed; monitor the quality and completeness of the works. Contribute to the development of Estate Design Standards.
* Provide technical expertise and guidance to Facilities Managers and Duty Managers on relevant aspects of planned or complex maintenance and minor works.
* Contribute to the development and implementation of technical policies and procedures with University-wide Health & Safety implications.
* Investigate difficult maintenance issues and recommend technical solutions. Manage building surveys and feasibility studies, providing reports.
* Develop and manage the building fabric asset register and contribute to asset management plans.
* Support the Construction and Project Management team, provide input to development briefs, and critically review design proposals.
Compliance and Risk Management
* Work with the Compliance section to monitor statutory compliance, optimize budgets, and ensure a safe environment within all University Buildings.
* Report on risks related to building fabric issues, investigate complex issues, and deliver technical solutions.
Supplier/Contractor Management
* Support management of framework agreements and term maintenance contracts. Act as technical lead in procurement exercises.
* Undertake sample audits, provide feedback on contractor performance, and ensure value for money.
Governance and Reporting
* Manage budgets, ensure governance and financial control, and provide reports to relevant groups and boards.
* Undertake Soft landings reviews and provide feedback to align designs with University standards.
Other
Deputise for the Building Surveying Manager as required.
Knowledge, Qualifications, Skills and Experience
Knowledge/Qualifications
* Essential: Demonstrated competencies, Scottish Credit and Qualification Framework level 9 or equivalent in Building Surveying, or professional accreditation such as RICS, with relevant experience.
* Evidence of CPD relevant to the role.
* Knowledge of construction maintenance, legislative requirements, Health & Safety legislation, planning regulations for heritage estates, building contracts, and project management principles.
* Desirable: Chartered Member of RICS, Project Management qualification, knowledge of NEC 3 contracts, and experience in Higher Education estates management.
Skills

Experience
* Relevant experience as a professional Building Surveyor.
* Experience in maintenance projects, managing estate work, contractors, budgets, and technical reporting.
* Desirable: Experience in complex estates, continuous improvement, and external project teams.
Terms and Conditions
Salary: Grade 7, £39,347 - £44,263 per annum. Full-time, open-ended. Relocation assistance available where appropriate. The University values ambition, excellence, integrity, and curiosity. Must be eligible to work in the UK. Visa requirements apply for non-UK passport holders.
