The role:
We are looking for a proactive and motivated Technical Manager to provide technical insight, expertise and project management technical support to our project teams during the acquisition, promotion, application and, where relevant, selected delivery stages of development. The ideal candidate will have a commercial mindset and will be solution-focused and will have some delivery-stage experience which includes an understanding of highways and infrastructure delivery which can be used to add value to the planning/promotion stage. They will have the ability to manage numerous tasks, be people-focused and able to work well within a team.
The successful candidate will provide support to some or all of the regional offices and contribute to Hallam Land's agenda to create value to the business through offering technical support on a wide range of land consents and manage and enhance relationships with technical stakeholders.
Responsibilities:
* Oversee the design of viable technical solutions during the planning and design stages and always seek opportunities to improve financial returns
* Advise the project team on costs, programme and risk (including mitigation)
* Advise the team in relation to a wide range of technical matters including relevant legal agreements
* Assist the project team with unlocking technical concerns raised during the planning and promotion process and take the lead with determining strategies to unlock technical stakeholder concerns
* Advise on programme timescales and risks to forecast planning consents timings in relation to technical stakeholders and approving bodies
* Where relevant, advise the project team and sales director on strategies to provide added value to a consent, such as the procurement of utilities, high-level infrastructure delivery strategies and phasing plans
* Provide technical input into the masterplan on design and technical matters
* Instruct and interrogate scheme constraint plans
* Establish utility supply strategies for key projects as identified by the wider team and advise on cost and timings
* Work closely with water companies to understand funding forecasts, planned network upgrades and WRMPs
* Lead and/or input into phased-sale delivery strategies
* Advise on easements, wayleaves and diversion strategies
* Lead and/or input into project cost plans
* Advise on scope of technical surveys, review cost proposals from third-party consultants and/or contractors
* Advise on health and safety matters
* Interrogate engineering drawings and provide technical review of reports
* Technical and cost input into land disposal packs for housebuilder clients to reduce risk for housebuilder and drive-up value for Hallam Land
* Work with housebuilders to unlock perceived technical concerns and mitigate perceived cost risks.
* Provide technical oversight to the project team during land acquisition and advise major cost and/or programme abnormals
