We offer fantastic benefits here Where you will be working Encyclis Protos Energy Recovery Facility (ERF) is located within the Protos energy and resource hub, near Ellesmere Port in Cheshire. Currently under construction, when complete, this impressive two-line facility will have the capacity to divert up to 500,000 tonnes of residual waste away from landfill every year, generating sustainable electricity for up to 90,000 homes. Our state-of-the-art facility will provide a more sustainable option to process residual waste that would otherwise have been directed to landfilled. This utilisation of residual waste provides essential and a sustainable alternative to support baseload electrical production, supplement district heat demand and other practical resources to accelerate the circular economy of the future. The Opportunity: Reporting to the Head of Health, Safety and Compliance, with internal reporting to the Plant Manager, the Health and Safety Manager will create, maintain and enhance Health and Safety compliance for the Protos Energy Recovery Facility. First line of communication shall be with the Plant Manager, keeping them informed of any issues, updates to policy or any other relevant updates. H&S initiatives shall be cascaded down and aligned with the Plant Manager to ensure information is understood and coordinated at site level. What we need from you… Key Duties & Responsibilities of the role Manage the Health & Safety performance of an ERF throughout commissioning, and into commercial take-over and the operation of the facility. Liaise with Supervisors and Team Leaders and the wider O&M teams to promote H&S initiatives, and delivery of the H&S strategy of the facility. Support the Health, Safety and Compliance Manager in driving the O&M teams to achieve an excellent Health and Safety culture at the facility. Develop safety initiatives and campaigns and partake in routine Health and Safety meetings and forums. Manage all communications with the Health and Safety Executive (HSE) and be the first point of contact for the same. Coordinate and participate in weekly Health and Safety inspections of the facility to identify unsafe acts and conditions, promoting and encouraging good behaviours. Monitor the performance and effectiveness of the plant’s Health and Safety as necessary to meet performance and improvement objectives. Participate in HSE and corporate safety inspections/audits. Formally document and report corrective actions to the leadership team. Investigate all near misses, accidents and incidents, ensuring that all reportable incidents are communicated to the HSE, as required under RIDDOR (where applicable). Support the development and continual review of safe operating procedures (SOPRA), RAMS and dynamic risk assessments. Assist and review with accident investigations and root cause analysis. Prepare risk assessments, as required, relating to speciality works. Co-ordinate and lead root cause analyses, ensuring that suitable recommendations for corrective action are identified and time bound. Direct, organise and/or administer all required Health and Safety related training for all employees. Prepare and maintain all Health and Safety documents pertaining to the facility according to Corporate and Statutory obligations, including best practices where applicable. Maintain all required record keeping for Health and Safety reporting. Review and coordinate with local authorities for all Health and Safety issues pertaining to wastes and residues. Attend necessary meetings, seminars and conferences to ensure continual development of the successful applicant, thus enhancing the overall safety efforts and continuous improvements of the facility and business. Coordinate and participate in emergency response training. Arrange and manage the annual Fire Risk Assessment. Oversee and nurture the plant’s safety committee. Schedule new starter and annual employee medicals. Support the Maintenance Manager during key events, with a focus to ensure that all general maintenance and project works are proactively managed from a moral and legal standpoint. Ensure that all aspects of Health and Safety Legal compliance are considered and are managed in a proactive manner. Review of the latest regulatory updates, feeding back into the site Management team, thus ensuring ongoing compliance. Focal point for all Regulatory or Compliance matters relating to, but not exclusive: The Construction (Design and Management) Regulations 2015 (CDM) The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) The Provision and Use of Work Equipment Regulations 1998 (PUWER) Education & Experience NEBOSH General Certificate in Occupational Health and Safety as a minimum. A minimum of 5 years relevant Health and Safety experience ideally in Energy from waste, power generation or related industry. Specific Performance Competencies: LANGUAGE SKILLS: Excellent English (verbal and written communication skills) along with proficiency in MS Office Suite. LANGUAGE SKILLS: Ability to write reports, procedure manuals / guidance. LANGUAGE SKILLS: Ability to read, analyse technical procedures and governmental regulations. MATHEMATICAL SKILLS: Ability to calculate figures and amounts. REASONING ABILITY: Ability to solve practical problems and be able to manage and prioritise multiple tasks simultaneously and work well with all levels of the organisation. Practical knowledge / understanding of health and safety. Enjoys spending time on site and working closely with others.
