Overview
The Ministry of Justice is responsible for the provision of legal aid, administration of justice through courts and tribunals, and detention and rehabilitation of offenders. Within the MoJ, you will provide Finance Business Partnering to senior business leaders responsible for the delivery of services across Prison and Probation groups including, but not limited to, the Youth Custody Service, Rehabilitation Services, Contracted out Services, and Change Portfolios.
Role Summary
There is one Grade 6, Senior Finance Business Partnering role available which will support the Youth Custody Service; however, it may also pick up ad hoc work across the wider HMPPS portfolio. The role leads a team of up to ten staff partnering geographically dispersed stakeholders across a diverse portfolio. Travel will be required within the region on average of up to twice a week to either visit staff or business colleagues. We are flexible about where the main working base is for the successful candidate, and we also promote home working; however, there is an expectation of attendance at an office location, currently up to three days per week.
The Grade 6 will have overall accountability for their work areas, operating with considerable freedom. Management guidance is likely to be infrequent, and the post holder is expected to work autonomously. They will typically deal with complex or contentious issues which have broad impact across the business area or organizational wide. This may involve solving poorly defined issues without precedent or where potential outcomes are unclear. The role will use creative thinking to develop new approaches in solving problems.
You will be a leader in a high-performing finance function where you can rely on colleagues to support you in the delivery of the finance business partnering role. We have a strong focus on continuously learning and developing, working collaboratively, and a focus on value-add.
Typical Role
As a Finance Business Partner, you will need to understand the Prison and Probation portfolio across a range of business areas. You will build trust with decision-making so that your advice is actively sought.
You will be the lead financial advisor to the Executive Director(s) covering your areas of responsibility. You will need a clear understanding of the financial management arrangements of the MoJ – from budget setting to in-year control and support of the financial accounts.
You will be required to help develop business cases and demonstrate value for money. At all times, you will be upholding the integrity of financial management in the public sector and the need to ensure value for money for the taxpayer.

Within Finance
This role may be suitable for FBP G7s and other individuals at G7 or G6 with strong relationship building skills, reporting/analytical skills, and strategic thinking.
From Outside Finance
This role is not suitable for non-finance professionals or individuals without significant finance experience.

Role Responsibilities/Tasks
* Building and maintaining key relationships, in particular developing trust and rapport. This includes managing expectation of senior managers and stakeholders.
* Developing a good understanding of the business, seeking out opportunities to better understand the commercial and operational drivers.
* Providing strategic advice and analysis on financial impact, performance, and risk to senior stakeholders and contributing to the strategic direction of the wider business area.
* Responsibility for providing timely, accurate, and clearly communicated financial management information and analysis, making full use of available data and analytics tools to support recommendations.
* Working closely with leads on major projects, policies, and programmes to ensure sound business cases are developed and monitored with a strong commercial focus.
* Leading a Business Partner team effectively to ensure effective support and advice to the business, effective engagement with other Finance teams.
* As a critical friend to the business, you will feel confident to challenge business colleagues on their spending plans and keep a focus on outcomes and business priorities.
* Give advice to support decision-making, encouraging options analysis and appropriate governance.
You should be able to demonstrate the following skills and experience:
* A strategic approach to problem-solving, seeing the big picture, and understanding the drivers.
* A strong track record in team leadership and developing high-performing teams.
* Credibility with senior stakeholders, comfortable presenting at Executive Team level, able to lead conversation and influence decision making.
* Comfortable working at pace; working collaboratively across organizational boundaries, prioritizing and delegating effectively to your team.
* Good knowledge of government finance, financial management and governance, with a proven ability to apply these.
* The ability to analyze and communicate complex financial information in a clear and understandable way.
* Someone who is qualified under one of the main five Consultative Committees of Accounting Bodies (CCAB) i.e. ACCA; CIPFA; ICAEW; ICAI / ICAS or CIMA.
* Excellent financial management skills and a proven ability to apply them effectively.
* High credibility, with senior colleagues and stakeholders and the ability to influence decision-making.
* An understanding of cross-government finance priorities.
* Strategic and commercial skills gained from working in, or together with, other specialist areas.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working.
