Purpose of the Role To be responsible, under the guidance of the Centre Director, for the management of the cleaning, security, waste management and other contractors. In addition, to manage the operation of the two car parks at Princesshay and Summerland Gate in line with the financial and operational targets set. To ensure, as far as is reasonably practicable, that Princesshay and all other properties within the estate are clean, safe and offers a good family shopping environment and exceeds the expectations of consumers, customers and other key stakeholders. To work with other members of the Savills Central and Centre Management Teams to deliver the operational, financial, H&S, Sustainability and Customer Service standard targets set by the centres owners. Key Responsibilities Security To be responsible for the supervision and administration of all contractors involved in Security operations within the public and common parts of all managed buildings within the Exeter Estate. Control and monitor the security operations, paying particular regard to staff deployment, response to incidents and customer care. Ensure the centre’s CCTV is operated in accordance with the Savills written procedures and GDPR guidelines. Ensure the control and monitoring of keys, access cards and radios issued to staff on site, ensuring they are only issued to authorised personnel. Ensure the security assignment instructions are kept up to date and implemented by the security company and signed for by all staff members. Cleaning To be responsible for the supervision and administration of all contractors involved in Cleaning and Waste Management operations within the public and common parts of all managed buildings within the Exeter Estate. Control and monitor the cleaning and waste management operations, paying particular regard to staff deployment, response to incidents and customer care. Car Parks To be responsible for the supervision and administration of all contractors involved in Car Park operations within the public and common parts of all managed buildings within the Exeter Estate. Control and monitor the Car Park operations, paying particular regard to staff deployment, income generation and protection and response to incidents and customer care Finance To prepare budgets for all areas of operations under the control of the Operations Manager under the direction of the Centre Director. To deliver the operational services under the control of the Operations Manager within the service charge budget set. To comply in full with the SMR requirements in terms of ordering and invoicing procedures, keeping full and proper records and ensuring expenditure is controlled and authorised. To use all appropriate financial reporting systems to authorise and monitor expenditure within the budgets set. General To prepare specifications for cleaning and security and car park operations, under the direction of the Centre Director, to enable them to be competitively tendered at regular intervals in conjunction with the Savills procurement team. To review service contracts and if necessary update specifications, obtain new tenders and prepare and present appraisals. To ensure all work is carried out satisfactorily, keeping accurate records to ensure that expenditure is kept within budget. To be responsible for compliance with legislative and statutory requirements in relation to cleaning, security, car park and waste management operations. To liaise with customers with regard to all cleaning, security and waste management and car park matters. To be Duty Manager on an agreed rota, to include weekends To work with the Savills Residential to support their management of the Residential areas at Princesshay. To deliver excellent customer service, in line with the Princesshay Customer Service Charter. To advise and assist customer staff where applicable on matters affecting individual units, including the Customer Handbook, and brief new customer managers on the day to day management requirements of the Centre. To regularly speak to customer managers in order to address any operational issues raised and to build awareness of processes and procedures operated by the Centre. To ensure that an up-to-date list of key holders and emergency contact numbers is maintained for out-of-hours emergencies. To maintain a safe, secure and pleasant environment to which the public will be attracted ensuring that the Centre is clean, tidy and well presented. Ensure that all contracted staff are smart, well dressed and courteous. Respond positively and promptly to any constructive criticism received from consumers / customers and inform the Centre Director of any such situations. Health, Safety & Security Keep service areas in a clean, tidy and secure condition and control vehicular traffic in these areas. Ensure all incidents, accidents and near misses are recorded and reported to in line with the Savills Health and Safety procedures and those of the landlord. Attend all serious incidents within the centre, to investigate and implement any action required. Complete documentation and provide additional reports as required ensuring that all accidents/incidents/near misses are reported via the reporting systems provided. Ensure that there are sufficient trained staff on site to administer first aid, as and when needed. Ensure that fire and Health and Safety regulations are adhered to in all parts of the centre by inspecting the premises and advising on defects and improvements required. Ensure findings are documented, reported and followed up with the tenants. To carry out inspections of Customers Premises as may be required to ensure they comply with their obligations under the lease in respect of Fire, Health and Safety and any other obligations set out therein. Undertake monthly H&S checklists for the entire site. Ensure these are loaded onto the online portal along with the daily / weekly checklists. Walk the public areas on a regular basis throughout the day checking on cleanliness, maintenance, landscaping etc. Liaise with customers and the Police in all matters of security affecting the centre, tenants, public safety and security.
