JOB SUMMARY
To assist the Procurement Manager in the provision of a value for money purchasing service to HSCNI customers in line with HSCNI regulations and ISO 9001 procedures ensuring Service Level Agreement and PaLS Service Delivery Plan objectives are achieved. This role is principally concerned with a sourcing/contracting role for HSCNI.
1. Proactively reviewing and sourcing goods and services in line with value for money principles.
2. Purchasing goods and services including the utilisation of the tendering and quotation process in accordance with HSCNI procedures and Public Contracts Regulations 2015 (and any amendments thereto) to achieve value for money.
3. Providing purchasing advice and information to customers relating to choice of goods and services.
GENERAL REQUIREMENTS
The post holder will be required to:
1. Assist BSO in fulfilling its statutory duties under Section 75 of the Northern Ireland Act 1998 to promote equality of opportunity and good relations and under the Disability Discrimination (Northern Ireland) Order 2006. Staff are also required to support BSO in complying with its obligations under Human Rights Legislation.
2. Ensure Organisation’s policy on equality of opportunity is promoted through post holder own actions and those of any staff for whom post holder has responsibility.
3. Co-operate fully with the implementation of the Organisations Health and Safety arrangements, reporting any accidents/incidents/equipment defects to post holder manager, and maintaining a clean, uncluttered and safe environment for patients/clients, members of the public and staff.
ESSENTIAL CRITERIA
Qualifications / Experience
1. A primary degree AND at least two years’ relevant experience within the past ten years.
2. OR A relevant Professional Qualification, such as full membership of CIPS or CILT AND at least two years’ relevant experience within the past ten years.
3. OR Four (4) years’ relevant experience within the past ten years.
