Purpose of the Role: The Head of Office for Data Analytics will be responsible for delivering a comprehensive data and analytics function across the entire council. This role involves driving policy, performance, and strategic objectives associated with an effective cross-partnership analytics service. The post holder will build strategic, proactive relationships with other public sector bodies to ensure the capabilities developed help deliver the council’s strategic intelligence and analytical priorities.
Key Responsibilities:
* Develop a compelling data vision and strategy to help the council achieve its strategic objectives.
* Lead the design, implementation, and ongoing development of the council’s data and business intelligence strategy.
* Define and implement data governance policies and procedures, establishing standards for data collection, storage, and security.
* Oversee the design and implementation of data-driven solutions, including data pipelines, data lakes, fabric and databases.
* Create a performance framework using robust and up-to-date information to provide timely and actionable insights.
* Lead and mentor a team of data science, data engineering, and analytics professionals.
* Collaborate with cross-functional teams to identify business challenges and opportunities where data can play a critical role.
* Serve as the primary subject matter expert on data and business intelligence for internal and external stakeholders.
* Stay up to date with trends and advancements in the field and drive the adoption of advanced analytics techniques, machine learning, A.I, Cloud and other emerging technologies.
Key Relationships:
* Line managed by the Director of Digital.
* Responsible for data and analytics staff employed within their relevant service areas in the Digital Service.
* Represent and lead interactions on behalf of the council with external bodies and suppliers, contractors, private sector companies and organisations, professional bodies, and user groups.
* Liaise with stakeholders countywide providing advice on the use and transformational opportunities of digital systems and solutions.
Qualifications and Experience:
* Educational qualification in data science, computer science, statistics, or a related field.
* 5+ years of experience in a leadership data role.
* 10+ years of experience working in a data-related role.
* Experience developing and implementing data strategies to drive organisational change.
* Experience creating and embedding new systems and processes.
* Experience working in a fast-paced environment that calls for a proactive approach to problem-solving.
* Experience developing tools, frameworks, and approaches to collect and analyse business intelligence.
* Experience working with GIS platforms, Microsoft Power Platform, Microsoft Fabric, Microsoft Data or comparable dashboards and cloud-based storage / processing technologies.
* Working experience of Microsoft Azure and / or AWS cloud technologies.
