Security Services Group (SSG)
Security Services Group (SSG) is a business unit within the DIO which assists the MoD and the wider Government Estate in meeting its security requirements. SSG provides specialist security advice, compliance, and assurance to areas of the public sector that require the highest levels of security protection. We are the Government’s expert provider specialising in design, installation, and maintenance of both custom in-house security systems and highly accredited commercial products on the government estate. Working as part of a 230-person team, we provide full life support services to UK Defence and Government sites throughout the UK and overseas.
This position is advertised at 37 hours per week.
Job description
The finance function within DIO SSG is responsible for ensuring that decisions are taken with the fullest understanding of their financial implications, with due regard to affordability and value for money. This is done by providing clear professional advice and evidence-based decisions to support the senior military, civilian staff and wider Defence (DIO Customers) on the forward planning and in year management of Resource Departmental Expenditure Limits (RDEL), Capital Departmental Expenditure Limits (CDEL) spend and through visible involvement in relevant decisions with a financial impact.
We are looking for motivated and passionate professional to join us as SSG Finance Manager who will be responsible for providing accurate management information for decision making. You will work directly to the Head of Finance and the role will revolve around the use of SAGE, CASH and EREQS, to inform the monthly financial position and forecast for the year. Part of the role includes liaison with the Senior Project Managers in SSG and undertaking reviews to inform the underlying financial performance of SSG.
This is a challenging role managing two executive officers and would suit someone who has previous experience of COTS packages. The role also requires the successful candidate to be able to present financial information to non-financial staff both formally in presentation and informally at desk level. Lastly SSG are moving to a new operating model so the ability to react to change and contribute ideas and suggestions using previously gained experience would be welcomed.
Person specification
As Finance Manager you will undertake the following tasks:
In-Year Management Forecasting and Reconciliations
* Produce monthly accruals based project forecasts using the SAGE operating system in accordance with Top Level Budget (TLB) timetables and instructions.
* Engage with Project Manager including face to face meeting to key stakeholders e.g. PMs to provide an accurate and timely forecast.
* Produce and report to the Higher Management Board on Regional Financial Performance.
* Conduct reviews using the contract cost report for each project reconciling GL reports against the Trial Balance in accordance with TLB timetable and instruction.
Annual Reports and Accounts (ARAc)
* Contribute to the production of Financial Statements in accordance with TLB timetables and instructions.
* Conduct a "deep-dive" analysis of the transactions which impact on the ARAc, investigate legacy and current transactions to ensure accuracy against the UINs and reconcile to the Trial Balance.
* Provide input into the production of the ARAc submission in line with TLB issued deadlines and respond promptly to TLB queries.
SAGE/CASH and EREQS Management
* Take the lead on the end of month close down of SAGE to enable monthly reporting.
* Provide advice, guidance and ongoing training of all SSG COTS packages to both Finance and Project Managers.
* Liaise with the digital services company (SOPRA STERIA/Pinnacle/CASH) to ensure that the operation system is functioning in accordance with the SLA.
Leadership and Management of the DIO Finance-Operations SSG
* Manage individuals to contribute to business outputs.
* Demonstrate a personal commitment to the DIO Guiding Principles.
* Develop team members and assist line managers in delivering departmental goals.
* Ensure local compliance with mandatory requirements e.g. Safety, Health, Environment and Fire (SHEF) training.
* Promote strong working relationships both within the team and with other teams across DIO and MoD.
Essential Requirements
* Financial knowledge/experience
* Familiarity of Microsoft Products including Excel, PowerPoint, Outlook and Word
Desirable Requirements
* SAGE, CASH and EREQS experience
* FCF (2) – Financial Governance or willing to obtain within 3 months of taking up the post
* FCF (4) – In Year Financial Management or willing to obtain within 3 months of taking up the post
