Overview
This post is for a Head of Portfolio, Finance & Business Management in the Chief Digital Office within Social Security Scotland.
The Chief Digital office is comprised of over 500 staff who are predominantly DDaT (Digital) professionals. There are a number of distinct delivery, finance, and business functions that are currently either separate or reside within dedicated technical branches.
With a growing focus on the need for the management of a range of projects across the division (Portfolio of projects) that are clearly linked to resource management, workforce planning and the associated financial expenditure, there is now a strategic need to bring these functions under a single branch and an associated new post that will form part of the Chief Digital Office (CDO) Senior Management Team (SMT).
Main Duties
• Engage with senior stakeholders in Agency/Programme/ and core SG on a range of Portfolio / Resourcing / Financial matters as the Social Security Programme heads towards closure and the Chief Digital Office needs to build sustainable project delivery capability.
• Work across seven other equivalent branches, examining resource levels, agreeing financial allocations and prioritising which projects can and should be allocated resources.
• Be comfortable engaging staff at all levels, the postholder will need to be adept at building empathy with a range Senior Leaders from different backgrounds to attain positive outcomes focussed on Public Value.
• Be able to translate complex financial (capital / revenue / resource / SAB budgets) to staff who are not familiar with the finance domain.
• Be able to converse confidently with Agency and Central Finance colleagues on matters such as VAT and depreciation of capital assets where they apply to digitally created outcomes.
• Provide significant financial context and input to all Chief Digital Office business and investment cases and reconcile conflicting budget pressures from multiple branches within the division. Additionally, the resource and expenditure across numerous projects will need to be aligned and prioritised against the Agency Business Plan priorities.
• Contribute and support further process and collaboration with other senior Branch Heads, to agree resource planning and utilisation. Compromise and brokering acceptable outcomes will be a key part of the role and will include working closely with Agency Finance Teams and seniors from the Social Security Programme.
