Associate Director of Mental Health (Adults)
NHS Norfolk and Waveney Integrated Care Board
* To take on an ICB-wide strategic leadership role in the design and implementation of the adult mental health (MH) transformation programme.
* Ensure the further integration, alignment, and collaboration of physical and mental health across health and care at a local level and into neighbouring systems.
* Ensure the strategy and direction for MH services complements the overarching approach of the Norfolk and Waveney Integrated Care System (ICS).
* Ensure strategic direction is translated into a practical, costed, and evidence-based programme of delivery, clinically led and informed by the ICB, the ICS, key stakeholders, patients and the public.
* Oversee and direct delivery, assuming responsibility for implementation in year, and via the planning round/s.
* Work with peers across the ICB, ICS and other systems, and region, to ensure the successful management and delivery of MH transformation.
* Work with key stakeholders, including but not limited to providers across primary and secondary care, and across physical and mental health.
* Present highly complex, at times contentious, information to a wide range of stakeholders in formal settings.
* Ensure a strong emphasis on patient/user involvement / co-production in clinical pathway and service development.
* Full line management responsibilities
* Deputising for the Director of Mental Health, or the Executive Director Commissioning and Performance as required, taking on other functions as directed and within the overarching remit of the role.
Main Duties of the Job
* Working to develop, and then lead, the delivery of the programme, initiatives and services to time and in a cost-effective way.
* Direct and agree associated individual work plans for the MH team to ensure delivery of the overarching MH transformation programme, accounting for capacity and allowing for flex and change.
* Collaborate across internal teams and external partners; overcoming resistance to change through clear and sustained communication about the quality/safety/value reasons for change.
* Specifically seek to collaborate and align with the ICB children and young peoples mental health team especially in areas of overlap or where services meet.
* As above, seek to collaborate and align with neighbouring systems where it makes sense to do so; examples include discussions over 'one-contract' and/or secondary mental health provision, and specific geography such as Waveney.
* Present and facilitate workshops with large groups of staff and professional colleagues as required.
* Operate in and be aware of the highly political and sensitive environment.
* Responsible for the delivery of the MH transformation programme within the financial parameters set.
* In depth analysis, interpretation and production of complex and multiple reports including financial returns; associated production of reports and presentations to a wide range of stakeholders and Boards.
* Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of this responsibility.

Job Responsibilities
Together with the 'main duties' as outlined:
* Responsible for the day-to-day MH transformation team staff management matters, supporting appraisals, development of staff, recruitment and where necessary processes such as grievance and disciplinary matters.
* Ensure the delivery of the MH transformation team members individual work plans via effective supervision and project management.
* Ensure team members are encouraged and given opportunities to develop within their roles.
* Responsible for direct reports performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about an individuals performance and capability development.
* To ensure the structure of the MH transformation team is fit for purpose and reactive to the challenges of the ICB.
* In addition, the post holder may be required to take on additional line management of staff as directed and recruit new staff to the organisation.
