Job summary/Purpose
Deliver the highest quality design, sketch and detailed layouts that are value engineered, secure deliverable and viable planning permissions by leading, developing and motivating a team of Design and Planning Executives. Coordinating activities and communications between sites, internal departments and external stakeholders - planning applications and design packages to the region.
Primary Responsibilities
Pre-Development Management
Deliver and drive technical information in a consistent format across all schemes and the department.
Design, Implement and maintain a Quality Management Process to ensure Technical information meets the high quality expectations of the business.
Arrange, co-ordinate and manage all design meetings with other departments in a timely and efficient manner, ensuring all relevant action points are noted and recorded.
Prepare and maintain design programmes and documents for the monitoring of progress and for use in reporting to the management team.
Liaise and negotiate where necessary with Statutory Authorities, Local Planning Authorities, Highways, Consultants etc. to ensure projects achieve the set objectives and programmes.
Liaise and co-ordinate design information with the Engineering team to insure adoptable and approval standards are met.
Ensure all Key Performance Indicator targets are reached across all areas of Technical in line with business aspirations. Development Management
Provide the primary communication channel between the design team, other internal departments and external agencies.
Provide knowledge/expertise to react to changes in legislation as dictated by industry standards of Building Control, NHBC, forthcoming Building Safety Act and planning law.
Adhere to project development programme, problem solving skills, and value engineering.
Working alongside the Engineering Manager to promote strong working relationships between the different Technical disciplines.
Attending and driving Project Site meetings and being proactive. Land and, Planning & Community Engagement
Working with the land team and consultants to coordinate community consultations, enquiries and reactions of the surrounding population to planning applications.
Alongside the Land team, manage and drive Section 106, understanding the commercial impact, deliverability, and timings.
Follow and adhere to company procedures and standards of performance as laid down by the business unit in the Operating Framework (OF). This is a key function of this role.
Manage the house type portfolio, elevation treatments and design criteria of sites with commercial acumen.
Manage, monitor and drive the discharge of planning conditions.
Alongside the Land team, form “stakeholder” arrangements with planners and consultees to drive and understand aspirations of the relevant authorities.
Manage information flow to the TW Web site for pipeline sites.
Support planning applications, co-ordinate with the Planning & technical teams to deliver accurate designs and approvals from inception to completion, including all supporting documents.
Assist in the evaluation and appraisal of development opportunities to purchase new sites.
Have a thorough understanding of layouts; ideally able to produce sketch layouts but must be able to convert sketch layouts into CAD as well as manage minor updates within the business rather than outsource. Health, Safety & Environment
Manage Ecology, Noise and Arboriculture issues pre and during development.
Implement a high level of CDM, deputising for the regional Principle Designer, identifying foreseeable risk in designs and taking action to risk out, in line with company policy.
Clear understanding of industry operating practices such as Health, Safety & Environment and how these should be incorporated into designs.
Experience, Qualifications, Technical Requirements
Degree or HND/HNC level qualification in a relevant field and / or personal development through the Technical / Architectural function of a relevant consultancy or in the house building sector
Previous experience in the housebuilding sector
Capable of preparing and managing designs to support a number of planning applications
