As we look ahead, our bioresource management strategy is more critical than ever. We are looking for a Bioresource Planning Manager to take the lead in maintaining and enhancing our bioresource asset base—supporting current operations while shaping a sustainable future.
What you’ll do
This is a high-impact leadership role where you will drive investment planning, risk management, and enable operational excellence. You will lead the deployment of strategies that optimise our bioresource systems, ensuring regulatory compliance, process safety, long-term asset sustainability, asset risk management and address landbank risk. This role is an opportunity to take ownership of complex asset management strategies, deliver meaningful results, and influence real change in a key area of our operations to deliver on our three ambitions of great value, great service and beyond net zero.
As a Bioresource Planning Manager, you will lead the development and planning of the West Central Bioresource project, ensuring that everything is in place for site commencement by April 2027. A critical part of this will be working closely with the wider wastewater services team to ensure that feeder site requirements are fully understood, built into SR27 policy and promoted for delivery in early SR27. Alongside this, you will develop and maintain a structured risk framework for pan Scotland bioresource asset management, ensuring that future investment decisions are backed by data and strategic insight.
You will oversee inspection programmes, making sure they align with asset policies and that any necessary follow-up actions are carried out. Process safety is a key aspect of this role, and you will take a lead in ensuring compliance with regulations such as DSEAR and IED. You will also be responsible for overseeing bioresource investment programmes, including managing the transition and integration of PFI bioresource assets, making sure that operational and financial planning are effectively managed throughout the process.
A strong focus on system analysis and planning will be essential, ensuring that future investment scenarios are fully modelled and that the insights gained are used to shape Scottish Water’s SR27 plans and long-term strategy. There will also be a need to provide reactive and incident management support, ensuring resilience across the bioresource asset base including supporting the wastewater service with development of contingency plans for resilience scenarios.
What you’ll need
To be successful in this role, you will need extensive experience in asset management, wastewater operations, or bioresource planning, ideally within a regulated environment. Strong leadership and stakeholder engagement skills will be essential, as you will work closely with internal teams, external partners, and regulatory bodies. A solid understanding of process safety and compliance, particularly in relation to bioresources and wastewater treatment, will be required. You will also need the ability to develop and implement risk frameworks that support investment decisions and drive operational improvements. Strategic thinking and analytical skills will be crucial, along with experience in long-term infrastructure planning and system modelling.
The not-so-small print
Salary, bonus & car allowance: The starting salary for this role is £64,680. You will also be entitled to a generous monthly car allowance, plus annual bonus potential.
Holiday entitlement: 38 days pa
Pension and Life Assurance: You will be automatically enrolled into the Local Government Pension Scheme – a career average scheme and life assurance.
Hybrid working is a reality at Scottish Water, you can also expect to spend time working in integrated teams and often visit partner offices and sites.
