About the job
Defence College of Technical Training (DCTT) is a tri-Service organisation delivering technical and management training to Royal Navy, Army and Royal Air Force personnel in the domains of Marine, Electro-Mechanical, Communications & Information Systems and Aeronautical Engineering. The DCTT schools are geographically distributed at sites in Blandford Forum, Cosford, Digby, Gosport and Lyneham, with the Headquarters (HQ) principally based at MOD Lyneham.
This position is advertised at 37 hours per week.
The Head of Learning Technologies is responsible:
1. Strategy: Produce and maintain DCTT TEL strategies, policies and procedures to provide direction and guidance on the effective implementation of learning technologies, which meets the current and future needs of DCTT.
2. Technology Management. Oversee the implementation and maintenance of learning technologies across DCTT. This includes learning management systems, virtual reality training tools, and other TEL tools.
3. Management: Chair and attend relevant committees, stakeholder groups for DCTT and across Defence, to achieve adherence to policies and share best practice. Where appropriate, chair meetings or act as secretary, depending on relative roles and responsibilities as defined in the relevant terms of reference.
4. Project Management. Manage all stages of the procurement process to identify and introduce new learning technologies to DCTT.
5. Collaboration with training deliverers. Work closely with training designers and deliverers to understand their needs and advise on effective TEL solutions. Provide SME guidance in the course design phase to maximise opportunities for TEL.
6. Research and Innovation. Stay up-to-date with the latest developments in educational technology and pedagogy, and explore innovative ways to enhance learning through technology. Facilitate the appropriate SME representation at TEL demonstrations and trials.
7. Provide effective leadership for the sub-ordinate staff in the Learning Technologies area; ensuring that extant Defence policies, rules and guidance for the management of Civilian Staff are complied with, and that the annual PAR process is effectively maintained across the team.
8. Maintain effective management of the physical resources allocated to the business area, ensuring that relevant standing orders for the management of resources are complied with, and that efficiency and cost effectiveness is achieved without detriment to process or procedural standards in the Learning Technologies acquisition business area.
9. Person specification
Essential. The essential qualifications/experience for the post are as follows:
* Experience- Relevant senior management and job-related experience at an appropriate level. Experience of working in a modern learning environment and project management.
Desirable. The desirable qualifications/experience for the post are as follows:
Experience:
* It would be an advantage if job holders have previous experience of designing, delivering or evaluating training.
* It would be an advantage if job holders have previous experience of designing and managing modern learning technologies.
* It would be an advantage if job holders have previous experience managing acquisition programmes or projects.
* Working in secondary education or higher within the last 5 years.
Qualifications:
* It would be an advantage, but not essential, if job holders hold a suitable intermediate or certification level PCET (Post Compulsory Education & Training) qualification (e.g CTLLS (Level 4), DTLLS (Level 5), Cert Ed (Level 4 or 5), PGCE or equivalent).
* It would be an advantage if job holders already hold a suitable Association of Project Manager (Practitioner) award such as APMP or PRINCE 2
