Job overview
The post holder will support the Deputy Chief of Staff for Governance and Policies on the provision of an effective and efficient board and sub-committee management, and assurance function for the Hertfordshire and West Essex ICB.
This is a key role, with the successful candidate acting as the interface between Executive Assistant support and the governance team, and ensuring the smooth running of the ICB board and its sub-committees.
As the governance lead for identified boards and committees, the post holder will be flexible in approach and ensure a professional manner is maintained at all times.
Main duties of the job
* Ensuring a sound governance structure is in place to effect the business of the board, and sub-committees, whilst being fully aware and mindful of the evolving system.
* Accessing legal support via the Deputy Chief of Staff for Governance and Policies for the ICB, as required.
* Providing the corporate governance advice and support, including business continuity, for the ICB corporate functions, and reporting and maintaining the relevant registers.
* Providing advice and support to the ICB board and relevant committees on corporate governance and related matters, including maintaining full oversight and support for the board and sub-committees meeting schedules including annual timetables.
* Provide governance support in relation to financial management – through the Financial Scrutiny Panel.
* Working with the ICB communications and engagement teams and others, to support engagement of our patients and public at board and committee level.
* The post holder will be responsible for liaising with any external support as necessary in respect of the ICB’s service agreements for board and sub-committee management.
* The post holder will be responsible in acting as the interface between Executive Assistant support and the governance team, to ensure the smooth running of the ICB board and its sub-committees.
* The post holder will act as governance lead for identified boards or committees.
Person specification
Knowledge, Training and Experience
* Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
* Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent.
* Evidence of post qualifying and continuing professional development.
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement.
* Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations.
* Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
* Negotiate on difficult and controversial issues including performance and change.
