Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. Its mission is to meet the support and operating requirements for the Naval Service and UK’s allies, from the South West, reaching worldwide.

Job description
Primary Purpose
* Support Resource Manager Future Maritime Support Programme (FMSP) / Naval Support Integrated Global Network (NSIGN) as the lead on Naval Base financial arrangements covering the FMSP.
* Collaborate with Contract Management Team, Commercial and Central Management Team.
* Contribute to the management of FMSP contract financial processes.
* Providing comprehensive operational finance and accounting support and advice to the Head of Finance, Commercial Team and Intelligent Customers.
* Undertake Financial Planning and In-Year Management.
* Support to Decision Making and Financial Assurance.
Secondary Purpose
* Assist RM FMSP / NSIGN and Head of Finance as they direct, plan and monitor finance within the NBC(D) budget area, including the management and continuous improvement of the Devonport Naval Base financial planning and reporting systems.
* Liaise with Cost Assurance Analysis Service (CAAS) in order to ensure that a regular exchange of information and ideas takes place on all matters regarding Devonport business and the Babcock FMSP contract.
Responsibilities
* Build, maintain and be responsible for the FMSP contract record for Lot 1 – Cost and Price Table.
* Update the Table for contract change and all other factors affecting contract price.
* Manage the interface between CPs and Contract Amendment records utilising COMPASS and Defence Share accordingly.
* Develop the links between the Gainshare Calculator and the contract price and the actuals.
* Deliver monthly forecast for FMSP for SCs 1-4, 10 and 13 to time.
* Ensure accurate & consistent forecasting throughout the year - outturn to be within +/- 1% of AP9 Forecast Of Outturn.
* Use the required format and recommend improvement where appropriate.
* Identify and quantify financial risks.
* Record accruals and prepayments and complete journals; aim to complete by half a day before the deadline.
* Manage and oversee the FMSP bill payment activity for Lot 1 by Resource Manager Infa.
* Ensure it is correct in accordance with the contract price and Schedule 5 KPI performance scores and is paid on time iaw the timetable and it matches the provisions of Schedule 4 of the contract.
* Build and improve the process and record keeping ensuring accuracy and a robust audit trail is being kept.
* Take responsibility for reviewing and approving Changes affecting FMSP. Provide financial and governance support to Head of Finance and the Business Case Working Group.
* Complete the FMSP Annual Budgetary Cycle costings to time and in the correct format based on FMSP price, deciding which variances to bring into costing and identifying risk outside costing.
* Contribute to scrutiny process.
