Our Water and Energy Sectors are experiencing sustained growth, and we are seeking an experienced Commercial Director to lead in growing our cost planning and estimating capability in these parts of our business. You will be responsible for working with account leadership to establish a pipeline of work and build a team of estimators capable of meeting the growing demands of our clients. Your team will undertake cost estimating and value for money assessments throughout the project lifecycle (including CAPEX and OPEX expenditure) for complex civil engineering projects, including waste and clean water, flood mitigation, and electrical transmission and distribution.
Our ideal candidate will have:
1. Extensive experience in cost estimating for civil engineering projects.
2. Team leadership experience.
3. Excellent communication skills.
4. Extensive knowledge of construction methodologies in the water or energy sectors.
5. Familiarity with estimating and quantification software tools, such as CostX.
6. Knowledge of digital innovation, including management of data models, data capture, and analysis for benchmarking.

Role Accountabilities:
1. Prepare project estimates and cost plans from concept design through detailed design.
2. Produce basis of estimate reports associated with estimates and cost plans.
3. Work with internal account leads and clients to develop our estimating proposition and establish a pipeline of work to support the growth of the estimating team.
4. Build and lead a sustainable team, including working with our Global Excellence Centres.
5. Perform accurate quantity take-offs by hand and/or using software-enabled applications.
6. Identify opportunities for cost savings and contribute to/lead Value Engineering Workshops as required.
7. Assist with the review of change orders, prepare or review cost estimates, review contractors’ proposals, and participate in negotiations with contractors at a field site.
8. Track and understand market conditions and costs, and use this knowledge to estimate project costs.
9. Cost planning, estimating, and final account negotiations, including both CAPEX and OPEX (Whole life cost).
10. Organise and manage cost estimating database(s).
11. Assist with the development of project scope and communicate scope with key project stakeholders.
12. Own and manage cost benchmarking tools to support estimating activities.
13. Develop talent and train future leaders in cost estimating.
Qualifications & Experience:
1. Educated to Degree level in relevant subject.
2. Extensive experience in cost estimating in Water and/or Energy sectors.
3. Extensive knowledge of construction methodology in clean and wastewater, flood management, electricity transmission, and distribution.
4. Experience with cost and pre-contract advice, and business case economics.
5. Exceptional skills demonstrating attention to detail.
6. Adept in managing and delivering against challenging and competing timescales.
7. Excellent communication skills and the ability to work well within a team to an aligned set of objectives.
8. RICS/CIOB (preferable).
9. Knowledge and understanding of government funded project and government estimating process/procedures.
10. Proficient with RMM, MMHW, and CESMM4.
11. Knowledge of estimating process and procedures in regulated sectors/industries.
