Senior Program Manager In pursuit of a future contract award, Digital Enterprise Solutions, Inc. (DESI) is seeking a Senior Program Manager (PM) to join our team of qualified, diverse professionals. This is a full-time (regular) exempt (salary) position located in Suffolk, VA with potential for limited telework, subject to customer approval. ROLES/RESPONSIBILITIES: Accomplish program objectives for development, production, and sustainment of information technology systems to meet operational needs. Analyze and coordinate the schedule, timeline, and staffing of contractors supporting the contract. Responsible for managing and overseeing the activities of all contractors on the programs as well as subcontractor efforts used in performance of the contract. Serve as the primary point of contact to the customers. Institute and maintain management and quality control processes to ensure the performance standards and schedule constraints of the deliverables are met. Responsible for providing Weekly Activity Reports, Monthly Status Reports (MSRs), and other necessary reports as required in the contract to the government customers. Participate in technical and project management meetings. Provide technical and project management problem notifications as needed to the government customers. Prepare trip estimates and deliver trip reports to the government customers. Prepare technical and program management proposals for Government review. Ensure continuous improvement processes to reduce waste; increase efficiency, technical effectiveness, quality, and reduce rework. Responsible for establishing and maintaining quality assurance practices in support of the program that is to be made known to the government customers for program relevancy and acceptability. Support program transition services as noted in the contract. Oversees multiple IT functional areas and responsible for the strategic planning, coordination, and execution of various IT projects and initiatives within the scope of the contract with duties spanning strategic planning, execution oversight, resource management, risk management, stakeholder communications, quality assurance, continuous improvement, compliance and governance, performance monitoring and reporting. EDUCATION/EXPERIENCE REQUIREMENTS: To be considered for this position, you must mee t the education and experience listed below: Over ten (10) years of experience managing complex projects or programs. BA/BS from a US Department of Education accredited college or university in in Computer Science, Cyber Security, Information Technology, Software Engineering, Information Systems, or Computer Engineering degree; or a degree in a Mathematics or Engineering field. Two (2) years of relevant experience may be substituted for one (1) year of formal education as follows: AA/AS plus an additional 4 years of experience (14 years total) High School diploma plus an additional 8 years of experience (18 total) MINIMUM QUALIFICATIONS: To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: Ten (10) years of experience managing complex projects or programs; successful performance at the program management-level, with responsibility for management and control of cost, schedule, performance, and personnel, and communicating/interfacing with customers on tasking similar to what is described in the PWS. Demonstrated experience preparing and delivering briefs and drafting documents to high-level audiences (O-6/GS-15 level and above). Project Management Professional (PMP). ITIL v3 or later Foundations Certifications. Active DoD Secret clearance. IAT II or III certification (e.g., Security, CISSP, or equivalent). Excellent written and verbal communication skills. PREFERRED QUALIFICATIONS: Candidates with experience or knowledge in these desired skills will be given preferential consideration: Incumbent experience with NAVIFOR. Familiarity with CAS, NTIRA, CENTRIXS-M, and SECREL systems. Experience with AWS GovCloud, cloud security, and DevSecOps integration. Strong background in incident response, risk assessment, and security control implementation. Experience working in Agile/Scrum environments. Proficiency in network security, ITSM frameworks (ITIL, COBIT, or CMMI), and risk management methodologies. COMPENSATION & BENEFITS: The compensation range is based on industry compensation data and/or position budget and reflects our commitment to transparency and fairness: The annual compensation range is $145,000 to $205,000, commensurate with education, certifications, and experience. Other compensation may include discretionary bonuses, referral rewards, and spot awards.
