The GREAT campaign is directed and co-ordinated from a unit in the Cabinet Office, known as GREAT HQ. The team is responsible for strategic direction, governance, evaluation, guardianship and creative leadership of the GREAT brand as well as high-level campaign activity and relationships with significant high-profile stakeholders.

The GREAT HQ team delivers three main strands of work:
Programme Delivery : The overall governance and coordination of the cross-government GREAT campaign is run by GREAT HQ to ensure the programme is delivered strategically and efficiently and that all campaign partners in receipt of funding are meeting objectives. Leading on programme management, ministerial engagement, finance management for GREAT HQ, budget allocations for the entire programme and core scripts/key narratives for the campaign.
Brand: The implementation and management of the GREAT brand, to ensure a high-quality, consistent and professional delivery across 22 government departments and 164 countries in HMG's international network.
Campaigns and Partnerships: Delivering international campaigns to increase the overall influence of the UK. Creating the platform to improve international perceptions of the UK and drive higher consideration of UK opportunities in tourism, trade, investment and education, by running both physical events and digital campaigns in key markets across the world in partnership with private sector companies and high profile individuals.
As the Operations and Finance Manager for the Great Britain & Northern Ireland campaign, you will lead operational and financial management activities critical to the success of our initiatives.
You will play a pivotal role in managing day-to-day operations, overseeing financial processes and reporting on the overall success of our campaign through quarterly reviews and monthly highlight reports.
GREAT HQ is a fast paced, changing environment. We are looking for someone with experience in juggling multiple priorities, routinely problem-solving, using excellent judgement and demonstrating agility in supporting programme delivery, governance and reporting.
Responsibilities & Duties
Operational Management:
* Support the governance and delivery of the campaign by leading on operational management for GREAT HQ.
* Overseeing the GREAT HQ project tracker to support the efficient execution of campaign activities, ensuring coordination for events, meetings, ministerial priorities and campaigns.
* Manage a quarterly review process, coordinating GREAT campaign partner reports and tracking progress on finance, risk, and KPIs.
Financial Management:
* Administer and maintain control of GREAT HQ’s budget, including forecasting, reporting and management of accounts payable/receivable processes.
* Support the Director to manage the overall GREAT campaign budget, conducting rigorous financial analysis and forecasting to optimise resources and drive financial sustainability.
* Oversee financial reporting processes, ensuring compliance with regulatory requirements and organisational policies.
* Provide strategic guidance on financial decision-making, identifying opportunities for cost savings and efficiency.
* Support on commercial contract management for the GREAT HQ team.
* Build and maintain a network of finance colleagues within the Cabinet Office and across government departments.
* Coordinate and oversee Budget Cover Transfers related to GREAT at Mains and Supplementary Estimates.
Communications and Reporting:
* Coordination and production of monthly visual highlight reports, showcasing activity from around the world.
* Support the monthly cross-government GREAT strategic communications working group by maintaining and coordinating forward planning tools and providing secretariat support.
Compliance and Risk Management:
* Ensure adherence to relevant regulatory frameworks and organisational policies in all operational and financial activities, mitigating potential risks.
* Maintain GREAT’s risk management process, reporting to the Director of GREAT.
* Lead information management within the GREAT HQ ensuring compliance in line with Cabinet Office policy; including sourcing and delivering responses to FOIs and PQs on behalf of GREAT.
