Job description
As a Transport Strategy Manager, you will play a crucial role in the delivery of a Local Transport Plan and supporting strategies, policies, and procedures. You will collaborate with colleagues to drive forward corporate and service objectives and provide line management and support to the Road Safety Officer, ensuring the road safety education and sustainable travel functions are regularly reviewed.
Main Responsibilities:
1. Lead in the preparation, consultation, implementation, monitoring, and review of the Council's Local Transport Plan.
2. Lead in the preparation, consultation, implementation, monitoring, and review of sustainable travel strategies and policies.
3. Provide input/support in developing wider transport and highway policies, plans, and strategies as required.
4. Plan and oversee the work of the Road Safety Education Officer and Sustainable Travel Officer.
5. Manage budgets and contracts related to sustainable travel, road safety education, Bikeability, and the Local Transport Plan.
6. Assist in the development/coordination of funding bids for sustainable transport and road safety education projects.
7. Project manage or commission consultants for new projects and assess their effectiveness.
8. Co-ordinate the Highways and Transport Working Group to consider funding for highways and transport schemes.
9. Assist with transport-related consultation documents and sustainable transport response to planning applications.
10. Assist with transport service reviews and the coordination of departmental/authority's input to strategic external projects.
11. Provide regular updates to senior managers and members through the preparation of reports.
Job Requirements:
12. Degree-level qualification in a relevant subject such as Geography, Environmental Science, or Transport Planning, or equivalent demonstrable experience.
13. Experience in developing transport-related strategies, policies, assessments, and grant funding bids.
14. Knowledge of current legislation and policies relating to sustainable transport and road safety education.
15. Excellent oral and written communication skills and the ability to manage and develop staff.
16. Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and Explorer.
17. A mature attitude in dealing with the public and elected members.
18. Data analysis and interpretation skills to inform policy and decisions.
19. Flexible to work from various locations and available to work evenings and weekends occasionally.
