General Practice Non-clinical Development Manager

Are you an individual who lives in the BNSSG area, has project management experience and looking to be part of an important and exciting new project? We wish to recruit a Project Manager for a fixed term contract (12 mths - Agenda for Change Band 7) to support our growing, busy and friendly Training Hub team.
The General Practice non-clinical Development (GPNC) project is vital to future sustainability of General Practice. This project aims to create career paths to enable long-term recruitment and development of non-clinical general practice staff.
This role is suitable for an individual wishing to further develop professional project management skills at a senior level and a desire to work within the NHS. You may already be working for NHSE or in General Practice and will be employed by the Bristol, North Somerset and S Glos Training Hub.
Main duties of the job
The GPNC Development Manager's prime responsibility is to implement this programme, ensuring requirements are fully met and agreed solutions implemented. The role is key to ensuring the enhancement of BNSSG general practice non-clinical and management education and learning, hence excellent stakeholder management, communication and influencing skills are a pre-requisite of this role.
The GPNC Development Manager will ensure required deliverables are met within defined quality, time and cost constraints and facilitate the full realisation of benefits defined in the Project Initiation Document (PID). This should be achieved by appropriate adherence to standard project management methodology including project initiation, planning, delivery, reporting, risk management, evaluation, closure and benefits realisation.
As part of the workforce governance arrangements, oversight and management of this project is through the GPNC Steering Group, which reports to the Training Hub Oversight Board.

The contracted work base for this post is located at 100 Temple St, Bristol BS21 6AG. The Training Hub supports hybrid working; however, flexibility and agility are required by the post holder to deliver all aspects of this role.

Person Specification
Knowledge, Training and Experience
* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area and/or Post-graduate degree in Management Studies or equivalent
* Significant experience of successfully operating in a politically sensitive environment
* Evidence of continued professional development
* Demonstrated experience of co-ordinating projects in complex and challenging environments
* Experience of managing risks and reporting
* Experience of drafting briefing papers and correspondence at senior level
* Experience of monitoring budgets and business planning processes
* Understanding of the public sector
* Demonstrated experience in a Healthcare environment
* Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation and MS Project
Communication Skills
* Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
* Experience of creating and giving presentations to a varied group of internal and external stakeholders
Analytical
* Ability to analyse very complex issues where material is conflicting and drawn from multiple sources.
* Demonstrated capability to act upon incomplete information, using experience to make inferences and decision making
* Numerate and able to understand complex financial issues combined with deep analytical skills
* Experience of setting up and implementing internal processes and procedures
* Knowledge of Financial Systems e.g. monitoring budget management, processing invoices and procurement
