· Tosupporttheoperationalandnon-operational managersof anumberspecified service lines in delivering their financial strategy and keyfinancial goals, through the provision of high quality financialmanagement, control and planning services, advice and support. Thisinvolves strategic, organisational and operational discussion, analysisand reporting to enable the efficient an effective use of service lineresources.
· ToprovidefinancialsupporttodevelopmentofdivisionalFIP/savingsplansandmonitor thedelivery oftheseplans.
· Responsibleforthepreparationandreviewofbusinesscasesensuringthat all costs/income/benefits are fully understood and those decisionson new initiatives are taken with full knowledge of the financialimplications.
• Preparationofannualbudgets, focusedonservicelineprofitability and includingprovidingchallengetoservicelineassumptions
• Responsibleforfinancialnegotiationsinrelation toservice line contractsbothinternallyandexternally.

RESPONSIBILITYFORPOLICY ANDSERVICE DEVELOPMENT
• To support services in the development of FIP/savings plans, working with servicemanagers, budget holders and clinicians on both income and expendituredevelopment. To maintain monitoring systems to track delivery of the annualFIP/savingsplan.
• Along with the Head of Finance, to develop a focus on service line and divisionalprofitabilityandreturnoninvestment,developingshort andmediumtermfinancialandsavings plans alignedwithstrategic plans.
• To lead on the financial and economic analysis required for business cases,ensuringthat thecosts,benefitsandincomeandexpenditureof projectsarefullyunderstoodandclearly disclosedwithinbusinesscases.
• To carry out post implementation reviews once a business case has beenapprovedandimplementedtoconfirmwhether theproposaldeliveredthebenefitsit promised and to understand any variances between actual results and thoseanticipatedwhenthebusiness casewasapproved.
• Toassist intheproductionofexternalserviceagreementsandcontractsinlinewithtrust policiesandtosupportthedevelopmentof thenewserviceplans.
• To analyse and interpret relationships between patient activity data and other keyperformanceindicatorsandthefinancialperformanceofrespectiveareas, inorderto anticipate trends and identify weaknesses in budgetary control systems and toestablish any implications on corporate support services and service fundingstreams.
• Toleadonthefinancial supportforanumberofstrategicprojectsorservicedevelopmentswithinthedivision.
RESPONSIBILITYFORFINANCIALANDPHYSICALRESOURCES
• To lead the annual budgetary cycle for specified service lines, using specialistknowledge and expert systems.To provide challenge to operational managers andclinicians on budget setting assumptions and work with budget holder to assessriskandmitigationstrategies.
• Thepostholderwillbeakeycustomerofthemanagementreportingteamandwillneed to ensure the coordination, review, integrity and timeliness of the monthlyfinancialreportingprocess for specifiedservicelines.
• Overseedaytodayadministrationforservicelinesof thebudgetarycontrolsystemsuch that respective budget have complete accurate timely and relevant financialinformation available enabling them to control costs within their areas ofresponsibilityandtofulfiltheStandingFinancialInstructionsof theTrust.
• To support all commercial propositions at divisional level and to support the Headof Finance in undertaking or overseeing the financial management on all keycontractswithinthedivision.
• To maintain and ensure that all Trust financial control procedures includingStandingOrdersandStandingFinancialinstructionsareadheredto.
RESPONSIBILITYFORLEADINGANDMANAGING
• Toindirectlyleadateamoffinancestaff,participatinginrecruitmentandsupporttheir personal and technical development including establishing best practice,inputtingintotheir appraisal.
• Thepostholderwillparticipateintheprovision offormalfinancialtrainingtobudgetholders and clinicians and be responsible for ensuring adequate financial trainingwithinspecific servicelines.
