Role Profile
Role Overview
To provide an effective Human Resource and Payroll service that ensures high-quality, consistent, robust, proactive and timely advice.
Key Responsibilities:
* To ensure the College works in line with national and local guidelines and College policies, providing the point of contact for all staff members and ensuring HR related policy documents are kept up to date with legal, College, Academy Trust, Catholic Education Service (CES)/Bradford Council requirements making recommendations to Senior Leaders/Governors as required.
* Take a lead role in planning, development, design, organisation and monitoring of personnel and HR elements of financial support related systems/procedures/policies.
* Be a principal point of contact for HR for the Business Manager, Headteacher, Governing Body other staff and the Academy Trust.
* To ensure the preparation and provision of and deliver HR related reports for the Governing Body, and Senior Managers.
* To support the Business Manager in producing and managing the College HR Budget, ensuring the collation and interpretation of raw data, detailed calculations and the costing of different policy options; linking the budget with the College Improvement Plan and Ofsted Action Plan.
* To oversee the accurate maintenance and update of Personnel records on College systems (including the College’s Management Information Systems (MISs) (Arbor and Access Budgeting)).
* Provide organisational and complex advisory support to Senior Leaders and the Governing Body and to other staff regarding Human Resources, payroll understanding, interpreting and challenging guidelines.
* Create and maintain diagrammatic and documentary representations of the organisation of the College and its processes and provide detailed input to the Headteacher with regard to organisation structure changes.
* Liaison with external bodies such as the Academy Trust, Catholic Education Service, Payroll, Pension providers, HMRC and Occupational Health.
* Manage complex administrative procedures (interpreting and challenging guidelines).
* Monthly checking of tabulations from payroll with staff records; investigation and correction of inconsistencies.
Ensure the following administrative tasks are undertaken effectively:
* Creation of manual and computerised personnel files and archiving.
* Updating and maintaining HR data in the MISs, ensuring accuracy including new starter, sickness and other absences, maternity, change of contract etc.
* Produce, and respond to, complex correspondence and queries relating to HR issues.
* Preparation and placing of advertisements in appropriate media and obtaining best value.
* Collation and distribution of application packs.
* Arrangements for short listing and interviews.
* Taking part in interviews for support staff, casual and cleaning.
* Producing appointment letter package.
* Obtaining/checking references, immigration asylum requirements, DBS, Teacher Service.
* Creation of records and liaison with HR and payroll.
* Production of CES contracts/Contract renewal.
* Administration of professional reviews for staff.
* Pay statements production.
* Changes to pay scales/methods (e.g. introduction of TLR – teachers).
* Administration of pay review process (e.g. assimilation – support staff).
* Threshold application processing.
* Interview and selection processes ensuring all HR and DfES guidelines are met.
* Undertaking HR related risk assessment (including maternity) and making recommendations.
* DBS /GTC processing.
* NQT and GTP administration.
* Management of the Sickness and self-certification process ensuring completion of forms at start and end of absence, receipt of sick notes, advising payroll and updating MIS with absence data.
* Salary adjustment processing and returns to Payroll and HR.
* Overtime processing.
* Filing and archiving.
* Oversee related staff career development including the performance review/appraisal scheme and reviewing training requirements.

* St Bede’s and St Joseph’s Catholic College is a two site College – the role holder should be aware that you may be asked to work on either site.
Salary & Terms
Salary from £29962 to £31500 - 37 hours per week. Term time plus 2 weeks fixed term in the first instance until 31.12.2025
