Job Summary/Basic Functions
Ability to train and advise the travel and SPCC cardholders and University as a whole on state and University policies, procedures and systems; Ability to be the lead on obtaining and generating communication to be provided to the University’s Bank of America users and admin staff; Develop auditing and tracking tools both printed and electronically needed internally and externally; Assist in strategizing and carrying out OPS short-term and long-term goals; Responsible for writing skills to keep procedures and policies updated; Thorough understanding of the Virginia Public Procurement Act (VPPA) and the regulations set forth in the Agency Procurement and Surplus Property Manager (APSPM) and the Vendors Manual published by the Department of General Services, Division of Purchases and Supply; Administers terminations and Dispute Resolution to include meeting with cardholders and department staff to determine resolution on disputes regarding transactions and which party is responsible; Support the Commonwealth’s SWaM procurement requirements and ensures SWaM procurement requirements are followed by end users/cardholders and he/she supervises; Ability to assist the Office of Procurement Services with providing advisory services and training to university department staff on purchasing policies; Considerable knowledge of state and federal regulations related to small purchase according to Commonwealth Accounting Policies and Procedures (CAPP) Manual charge card section; Computer proficiency, including creating and updating complex Excel spreadsheets and creating complex Word documents; Skilled in state of Virginia systems such as eVA, BANNER, etc; Ability to conduct ad-hoc reports to leadership and external agencies.
Minimum Qualifications
Associates Degree with coursework in business administration. Ability to use computers and software package (MS Office, Sharepoint, and etc). Experience working with large data and charge/corporate card reports. Knowledge of principles and processes for providing customer and personal services, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Additional Considerations:
Bachelor’s Degree with coursework in business administration, procurement, audit or related field. A minimum of (2) two to (4) four years of charge card administration experience in a public sector environment; or an equivalent combination of training and experience which provides the required knowledge, skills and abilities.
Must be a Virginia Contracting Associate (VCA) certified preferred or the ability to obtain within one (1) year of employment..
