We are seeking a Senior People Advisor with good experience ready to take their career to the next level. Having gained experience in the fields of employment relations, employee governance, and other HR processes.
The post-holder will be responsible for providing advisory support and guidance to the ICB.
Highly committed to the NHS people agenda, you will have gained experience in the broad range of people-related requirements in a similar organisation.
Excellent verbal and written skills are a must in support of the ability to influence and negotiate, as are high levels of computer and systems literacy. The ability to analyse data and generate robust reporting is also essential.
Main duties of the job
1. Support the Senior People Partners in the implementation of the ICB People Strategies.
2. Work with designated management teams to develop and influence their understanding and implementation of key People priorities within their teams.
3. Directly participate in and influence People policy and practice development across the ICB.
4. Participate in delivering training to support managers in effectively managing people-related matters.

Job responsibilities
Provision of high-level professional and practical advice and guidance on the full range of strategic and transactional HR matters. This will involve building and maintaining collaborative and productive working relationships with ICB managers, staff, HR colleagues, and trade unions, to establish professional credibility and maintain and expand the service provided for the future as well as develop, promote, and maintain a culture of healthy employee relations and staff involvement and engagement.
Supporting the Senior HR Business Partners to work with ICB managers and their senior management teams to develop and deliver workforce initiatives that will contribute to the achievement of their business plans and objectives. This will include:
1. Digitisation of recruitment practices in line with the ICB modernisation strategy.
2. Leading on projects to drive forward the implementation of the People Promise.
3. Advising on service development/improvements to drive continuous improvement.
Provide complex support and advice on a comprehensive range of employment and employee relations matters, such as long-term sickness, performance management, grievance and disciplinary, redundancy terms and conditions, policies, and procedures (not exhaustive).
Provide advice and guidance on matters relating to recruitment and retention to promote a climate of good recruitment practice, achieve optimum staff levels and the right outcome.
Support People Partners in the advice to managers and the delivery of complex organisational changes including TUPE transfers, restructures, and redundancies.
Populate monthly Performance Review reporting with relevant People metric data.
Respond to complex queries from managers and staff and provide advice and support when requested.
Person Specification
Professional registration
* CIPD Qualified
Experience and knowledge
* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in a specialist area.
* Experience of working within the NHS/in a healthcare environment.
* Post-graduate degree in Management Studies or equivalent.
* Significant experience of successfully operating in a politically sensitive environment.
* Experience of setting up and implementing internal processes and procedures.
* Experience of drafting briefing papers and correspondence at SMT level.
* Experience of monitoring budgets and business planning processes.
* Comprehensive knowledge of project principles, techniques, and tools, such as Prince 2 Foundation and Microsoft Project.
* Understanding of the public sector.

* Ability to manage competing priorities in a busy and changing environment.
Analytical skills
* Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required.
