The post holder will have responsibility for ensuring effective and efficient homelessness, housing allocations and housing advice services, in compliance with statutory responsibilities and legislation. You will be responsible for leading a service area whose targets include preventing homelessness and the reduction of homelessness and rough sleeping. You will also lead your service in ensuring statutory, legal and regulatory compliance in relation to safeguarding adults and children and represent the Council at multi-agency meetings for safeguarding and public protection as when and required.
You must possess management experience and have a successful track record in the delivery of high-quality services. You will be qualified to degree level in Housing (or a related subject) and/or have professional membership with the Chartered Institute of Housing. You must be able to demonstrate continuous personal and professional development and possess highly developed communication skills.

As someone with management and leadership experience, you’ll understand how to delegate effectively and how to ensure others deliver for you in line with expectations. Key responsibilities:
* To ensure the provision of an efficient and appropriate Homelessness, Housing Advice and Allocations service in accordance with legislation, the Council’s statutory responsibilities and the Government’s Codes of Guidance.
* To be responsible for introducing measures to meet Government initiatives including targets for the reduction in use of bed and breakfast and temporary accommodation, and the reduction in Rough Sleeping.
* To lead in undertaking the statutory Homelessness Review and the subsequent development and implementation of the Homelessness Strategy and delivery of the associated Action Plan.
* To ensure all statutory, legal and regulatory requirements are met in relation to safeguarding adults and children.
* To effectively manage the relevant budgets and safeguard the Council’s funds ensuring value for money in the review of services.
* To develop and monitor appropriate service standards and performance indicators.
The successful candidate will be able to demonstrate:
* Experience of managing, developing and leading a team towards an innovative, high quality service.
* Experience of development of Housing options and Homelessness Strategies, policies and procedures.
* Ability to handle conflict and adopt a firm but fair approach.
* Understanding of business planning and the collection, management and use of housing information.
* Experience at senior management level with budgetary responsibility.
* Ability to work on own initiative.
* Degree level education in social housing or equivalent in a related subject through relevant training/experience and / or evidence of continuous professional development.
