Business Rates Team Leader
Contract Type: Permanent
Hours: Full Time 37 hours per week
As a Business Rates Team Leader, you’ll be assisting the Senior Rating Officer managing a small team dealing with Business Rates accounts and associated Business Improvement District (BID) Levy accounts. Ensuring the Council delivers an effective billing, collection, and recovery process. You'll take a customer-focused approach to maximising revenue whilst making sure we meet our legal and statutory requirements.
You'll provide a professional and proactive service assisting in identifying and developing robust recovery action against businesses; this will require you to attend and represent the Council at Magistrates Court to obtain liability orders. This role can be challenging, as you'll be assisting in managing a team dealing with a range of queries relating to billing, collection, and recovery. However, you'll be playing a crucial role in supporting the Council in maximising its resources to deliver the best possible outcomes for the business in our borough.
The main duties of the post include:
* Developing and maintaining a high degree of technical knowledge of Business Rates administration and being part of the Council's specialist team in this field.
* Assisting the Senior Rating Officer in the day-to-day management of the Business Rates Team.
* Deputising for the Senior Rating Officer.
* Undertaking general activities in relation to the administration and recovery of Business rates including:
o Processing amendments to accounts
o Issuing of bills, reminders, summons, and liability orders
o Interviewing rate payers
o Processing direct debits mandates, unpaid direct debits including liaison with banks/building societies
o Recommending write-offs
o Carrying out site inspections and visits for various purposes as required.
o Attending the Magistrates Court in respect of Business Rates and BID related matters including the issuing of summonses and obtaining liability orders.
o Maintaining work records and providing management with statistical information as and when required.
o Dealing with bankruptcies, liquidations, and external Enforcement Agents.
o Liaising with other departments in relation to new and altered properties and notifying the Valuation Office of relevant matters.
o Assisting the Principal Council Tax Officer.
You will have experience in:
* Business rates legislation and administration.
* Sound financial and numeracy skills.
* Excellent computer skills and be fully conversant with all Microsoft packages.
Ideally, you will have:
* A minimum of 5 GCSEs or equivalent including Maths and English.
* Be IRRV qualified or working towards the qualification or prepared to study for the qualification.
