PCN Manager, West Forest of Dean Primary Care Network
We are recruiting a PCN Manager: this is a rare opportunity to play a key part in developing a new PCN.
If you enjoy a varied job, with both operational and leadership responsibilities, this could be the role for you. We are looking for applicants who have managerial experience, a track record of delivery, and an ability to work flexibly. Experience of general practice is desirable but not essential. Digital transformation will be a key element of the role, so competence in digital technologies, and a willingness to train further as required, are required.
Working Conditions
You will divide your time between the Forest of Dean and G DOCs head office in Gloucester. You will be required to travel independently between the Forest of Dean and Gloucester, and to attend meetings hosted by other agencies throughout Gloucestershire and, occasionally, in other areas of the UK. There is likely to be daily travel between sites.
There is a requirement that the post-holder be available at least 4 days per week (or hours can be worked over 5 days, if preferred). We can offer flexibility about exact working hours, provided the requirements of the role are met.
The Care Quality Commission requires us to have a complete employment history from the age of 16, including explanations for any gaps in employment.
You will be required to be immunised in compliance with Green Book and NHS recommendations for your role (unless medically exempt), including immunisations against Covid.
Main duties of the job
The Manager role is central to the PCN. The successful candidate will ensure the efficient running of the network, while supporting the Clinical Director, other lead clinicians and the member practices.
You will work with the Clinical Director and member practices to deliver:
* Strategic planning: developing and delivering the PCNs strategic plan
* Financial planning and management
* Digital transformation: the PCN Manager will develop and implement a digital transformation strategy.
* Communications with patients, member practices, commissioners and other stakeholders
* The management of the PCN itself, arranging and chairing meetings
* The design and delivery of contracted services within contractual and financial constraints, to deliver high quality primary care
* The management of directly employed PCN staff and liaison with Practices about PCN-funded practice staff
* Reporting and data collection
* Ensuring that the PCN complies with all relevant legislation and regulatory requirements.
You will also play a pivotal role in the liaison and collaboration with third party service providers, to support the development and integration of services for patients of the PCN.
You will report to the PCN Board, which includes representatives from all PCN practices, and to the PCN Clinical Director.
About us
West Forest PCN is a newly-formed network of 5 GP practices, with a patient population of over 37,000, covering a large rural area in Gloucestershire. The PCN comprises Blakeney, Coleford, Lydney, Severnbank and Yorkley practices. Although the PCN is new, our practices have been working together for some years, and achieved much through our collaboration.
Many of our patients experience economic deprivation, as well as the challenges of accessing healthcare in a rural area. The PCN is committed to improving health outcomes for our population, and to supporting collaboration to maximise efficiency.
The work of the PCN is supported by practice staff and a variety of additional roles including Clinical Pharmacists, Pharmacy Technicians, social prescribers and Care Coordinators.
The PCN Manager will work on behalf of the whole PCN, and will be employed by G DOC, which runs Blakeney and Lydney Practices. GDOC LTD is owned by all the GP Practices in Gloucestershire; the Practices are our shareholders. We operate on a not-for-profit basis: any profits are redistributed into primary care in Gloucestershire. You will be supported by our finance and operational management teams. We are a friendly, low-hierarchy organisation, with a strong team ethos.
Job responsibilities
Financial and contractual performance and financial reporting
* Responsibility for PCN financial performance
* Produce an annual statement of Income and expenditure for PCN auditors
* Provide quarterly financial reports to network practices
Business Planning and PCN Strategy Development
* Lead the development of a 5 year strategic plan
* Support change and monitor practice PCN DES performance
* Identify new income streams and new services
* Support, develop and evaluate strategic development of all services
* Apply for PCN development funds and resources and support the network achieve its objectives.
* Support PCN development nationally and advise the Clinical Director and member practices on initiatives, policy development, best practice and funding streams
* Provide digital transformation leadership to the PCN, including production and implementation of a digital transformation strategy.
Meetings
* Support all PCN meetings, lead and chair as required, ensure actions are completed and documents shared appropriately
* Act as PCN representative on countywide PCN Manager meetings and other relevant meetings with the ICB and other partners
* Act as point of contact for the Clinical Director and practices, screening communications and correspondence
* Encourage and foster effective working relationships between the PCN networks and other local healthcare networks
* Work with member practices to consolidate the network, promoting its ethos and values
* Attend county digital transformation meetings
Bids/Contracts: develop, sign off and responses
* Review PCN service specifications, identify KPIs and key deliverables
* Prepare and present Business Cases to the PCN practices
* Work with member practices to ensure that all obligations under the agreement are met and network practices are fairly and equitably remunerated.
* Oversee performance dashboards and support practices to implement remedial actions where needed.
* Represent the interests of the network at contract meetings with other bodies such as the ICB
* Present data to member practices, PCN clinical leads, Clinical Director and other stakeholders related to network performance
HR/Workforce planning
* Lead and manage HR, performance, development and appraisal of network staff with clinical support where required
* Manage workforce returns as required by NHS England/Gloucestershire ICB
* Lead on all PCN workforce planning and proposals for PCN
* Act as a line manager for relevant ARR roles
* Attend ARR staff team meetings as required.
* Liaise with Practices about PCN-funded practice staff
Communication and Engagement
* Maintain effective and timely communication with network practices, clinical director and network employees
* Communicate with network practices, ICB and other stakeholders, and promote the identity and ethos of the network
* Communicate effectively with public groups, patients and carers
* Enable and encourage sharing of good practice across the network
* Oversee alignment of digital options for service delivery across the PCN
Digital Transformation
* Identify opportunities for transformation activities, utilising access and Population Health Management data to tackle inequalities and supporting practices to deliver change, improving systems for enhancing patient care
* Link with the ICB and ICS teams within Gloucestershire, as well as NHSE regionally and nationally, to ensure the PCN maximises opportunities available for quality improvement and digital transformation to maximise funding and resources
* Plan, co-ordinate and directly support the delivery of transformation activity in general practice within the PCN with a view to improving patient access, quality and continuity of care, staff and patient satisfaction, and the efficiency and sustainability of general practice services.

Qualifications
* Knowledge, Training and Experience
* Degree or similar qualification or sufficient relevant experience at an equivalent level to the role.
* Minimum of 3 years experience of working in a Business Manager or strategic role
* Already has, or is willing to undertake training in, digital technologies used within the NHS. (Completed training is not essential, but you must be willing to undertake training once in post).
* Having completed or in process of completing the NHS digital transformation programme.
* Experience of writing business plans and horizon scanning (health services)
